Description
The Mission and Installation Contracting Command (MICC) Fort Drum, NY, anticipates issuing a Request for Proposal (RFP) for a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Repair, Rehabilitation and Minor Construction (RRC) Contract for the Directorate of Public Works (DPW) located at Fort Drum, NY. Place of Performance: All maintenance, repair and minor new construction will be performed at Fort Drum, NY 13602. General Information: The Government intends to award two or more RRC task order type Contracts for repair, maintenance, and minor new construction services in support of the DPW located in Fort Drum, NY. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Syracuse District Office, Buffalo District Office, New York District Office, New Jersey District Office, the district office for the Commonwealth of Puerto Rico, the Boston District Office, the Connecticut District Office, the Philadelphia District Office, and the Pittsburgh District Office and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The contractor shall provide all materials, supplies, job site supervision, labor, and equipment to repair, construct real property facilities and provide related work as specified, at Fort Drum, NY. The anticipated basic ordering period is 1 October 2011 through 31 September 2012 with four (4) one-year optional ordering periods. This requirement includes but is not limited to: general construction, carpentry, road repair, roofing, excavation, fiber optics, interior electrical, exterior electrical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Examples of new construction projects include: small administrative facilities; aircraft support systems facilities; firing ranges; training facilities; runways; pavements/hardstands; barracks; and kitchen and food service. Examples of similar repair/rehabilitation projects include: whole building renovations; repair or replacement of architectural elements; force protection upgrades; repair or replacement of mechanical, electrical, or fire protection/detection systems; and asbestos and lead abatement services related to renovation activities. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, size standard $33.5 Million. The Government anticipates the IDIQ RRC contract to have a $150 million maximum contract value over the life of the contract, and a guaranteed minimum of $50 thousand per contract for the base ordering period. The anticipated posting date of the RFP is on or around 2 August 2011. Site Visit Information: The RFP will include site-visit information, to include date, time, and location.
