Description
This Sources Sought Notice/Request for Information (RFI) is in support of market research being conducted by NAVFACFE to determine potential sources capable of fulfilling all requirements associated with this project Replace Overhead Bridge Crane/Hoist Assemblies at Bldg. 480, U.S. Fleet Activities, Sasebo, Japan and to request industry s interest in this project and to request comments on the revised requirement/specification. This procurement was previously advertised under solicitation N40084-11-R-0001 that closed on 4 April 2011. The specification has been revised since the RFP N40084-11-R-0001 closing date of 4 April 2011. REVISED SPECIFICATION. The specification, Attachments 2 and 4, have been revised to reflect the following: The new crane will have a downgraded capacity of 45 ton on the main hoist. Please see Attachments to this Sources Sought. SITE VISIT SASEBO, JAPAN (a) An organized site visit conference for the project has been scheduled for 23 AUGUST 2011 at 09:00 a.m. in the PWD Conference Room, 2nd Floor, Building #200. All interested parties shall meet at the PWD Conference Room, 2nd Floor of Building #200, Sasebo Japan. The Site Visit to see the site at SRF, Building 420, Sasebo, Japan will be held after meeting at the PWD Conference Room, 2nd Floor, Building #200. The meeting begins promptly at 0900 a.m. on 23 AUGUST 2011. Please ensure that you are checked in prior to 0845 a.m. on 23 AUGUST 2011. (b) Participants will meet at: Naval Facilities Engineering Command Far East Public Work Department Sasebo F.E.A.D. Sasebo, Acquisition Branch PSC 476, Box 66, FPO AP 96322-1160 Bldg #200 Hirase-cho, Sasebo, Nagasaki-ken, Japan 857-0056 F.E.A.D. Cameras ARE allowed, but must be cleared through security. NOTES: 1. Individuals are required to have a BASE ACCESS PASS and a CAMERA PASS (if utilizing a camera) for the event. Please submit the appropriate request forms provided in the solicitation to the Contract Specialist via email (hirokazu.toyo.ja@fe.navy.mil) in EXCEL format no later than 12 AUGUST 2011 prior to the event. See Exhibit 2, Base Pass - Camera Pass Request for base access. 2. Individuals that have not submitted a Personal History Statement (USFJ Form 196Aej) to the Base Pass Office must be escorted by FEAD personnel. Personnel requiring escort must be present at the CFAS Main Gate (The gate near the Pass Office) at 0820 on 23 AUGUST 2011 in order to receive escort. 3. Individuals that have submitted a Personal History Statement to Pass Office will not need an escort. For those individuals, please insert NO ESCORT REQUIRED IN RED on the Base Access Request From under the individual s name. 4. Pass applicants must carry picture IDs. Valid picture IDs for Japanese Personnel includes a Driver s license, which indicates nationality or permanent address, a Passport or Resident Card with picture. Valid picture IDs for non-Japanese Personnel includes a Passport or Alien Registration Card. A Driver s license which does NOT indicate the individual s nationality or permanent address is NOT considered a valid picture ID. A Driver s license that does not indicate the individual s nationality or permanent address may be used if accompanied with a Jumin Hyo with permanent address (Honseki chi). 5. Vehicle Pass applicants must carry the Compulsory Automobile Liability Insurance (Jibaiseki) and Vehicle Registration Sheet (Shakensho) to obtain the vehicle pass. Conformed Copy is acceptable. There is no temporary parking around the pass office and main gate area. The Contractor shall park outside of the U.S. Government area. 6. IMPORTANT: In order to visit SRF, Building 420, Sasebo, Japan; attendees MUST wear a Hard Hat, Safety Shoes and Protective Eye Glasses. Contractors MUST bring their own safety attire; the protective attire WILL NOT be provided by the U.S. Navy/Government. END OF SITE VISIT INFORMATION. INFORMATION REQUESTED: The Government requests industry to provide their interest in performing this work for the U.S. Navy and also to provide Questions and Comments on the revised specification on whether or not industry can perform the specification as written. To respond to this Sources Sought/Request for Information, provide Questions and Comments on the attached Question/Comments Form, Exhibit 1 to Ms. Rachel Kriescher at rachel.kriescher@fe.navy.mil. Submissions may be submitted at the time of the Site Visit on 23 August 2011 or via e-mail no later than 31 August 2011. GENERAL INFORMATION: Responses to this Sources Sought/ Request for Information will not be returned and results of this Sources Sought/ Request for Information will not be provided. This Sources Sought/Request for Information is used for information purposes only and does not constitute a solicitation. No contract or other binding instrument will occur as a result of this Sources Sought/Request for Information. This Request for Information is for information and planning purposes only. This Request for Information does not constitute a solicitation. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are responsible for all expenses associated with responding to this Request for Information. All interested parties are advised that the Government will not provide any form of compensation or reimbursement for the information provided. No contract or other binding instrument will occur as a result of this Request for Information. Therefore, all costs associated with the provided Request for Information submissions will be solely at the expense of the concern submitting the information. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought/Request for Information is intended for local sources only in accordance with FAR 5.202 (a)(12).
