Description
Monument Aerial Seeding Requirement 1. The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for aerial application of a seed/agricultural straw mix and a hydro-mulch seed mix to burned areas of the Huachuca Mountains near Sierra Vista, Arizona. Four units totaling 832 acres are to be treated with a seed/straw mixture, and eight units totaling 632 acres are to be aerially treated with a hydro-mulch mixture. The ensuing BAER end product contract is intended to rehabilitate through aerial seeding and mulching, areas severely burned as a result of the Monument Fire of June, 2011. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to (520) 388-8332 or emailed to mhostetler@fs.fed.us by close of business July 18, 2011. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 Effective July 5, 2011. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 115310 and the size standard is $17.5 million. 6. Price Range for this work is between $1 million and $3 million. 7. Desired start work date for these services is on or before July 21, 2011. 8. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov., submit only paragraph (b) from the provisions and a DUNS number. 9. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: organizational experience, organizational past performance, and understanding of the government's requirements. These three factors combined are approximately equal to price. To be considered for award, Offerors must submit documentation that adequately addresses the evaluation criteria. See Addendum F of the solicitation attachment. 10. All responsible sources may submit a quotation which shall be considered by the Forest Service. The government anticipates a single award, but may make multiple awards if in the best interest of the government. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 12. The government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds. 13.
