Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the University of Colorado, Boulder, Colorado, for programming services with enhancing the reservoir system simulation software package RiverWare. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the RiverWare was developed at the University of Colorado (CU) Center for Advanced Decision Support for Water and Environmental Systems (CADSWES), established in 1986, under research grants sponsored by the Tennessee Valley Authority (TVA) and the U.S. Bureau of Reclamation (USBR). No other group has the rights to maintain or modify the RiverWare program. They are an interdisciplinary Center for the research and development of decision support tools for management of water and environmental resources. Their mission is to research, design, prototype and develop integrated decision support systems to help solve real-world water resources and environmental problems. CADSWES endeavors to contribute significantly to improved management of water resources and environmental systems by undertaking relevant research and serving as a university center for collaboration of relevant research among researchers, agencies, faculty and students; working closely with resource management agencies to understand and respond to decision support needs; applying powerful and appropriate information technologies to advance the results of research to useful decision support tools; maintaining, supporting and teaching the use of the decision support tools to facilitate improved resource management by government agencies and others; educating students in the development and use of decision support tools and in the issues and methods of resource management, the possible responses to this notice, and is solely within the discretion of the Government.
