- Professional, Administrative and Management Support for the Bureau of Indian Education (BIE), Division of Performance and Accountability (DPA). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, BIE Special Education Related Services, is issued as a Request for Quote (RFQ). The North American Industry classification (NAICS) code is 611710 Education Support Services and the business size maximum is $7.0 Million. This acquisition is being solicited under full and open competition. The resultant contracts will be awarded as a Firm Fixed Price contract as defined in FAR 16.504. Reference Section 14 Period of Performance. The Government plans to make a single contract award. See Clin at attached Special Ed Related Services RFQ 1. INTRODUCTION:As the SEA (state education agency) under the Individuals with Disabilities Education Act (IDEA 2004), the Bureau of Indian Education has the responsibility of determining eligibility for children who are referred for Special Education services. Further, if the results of a psycho-educational evaluation and/or evaluations for related services (e.g. occupational therapy, physical therapy, speech therapy, etc.) support the presence of a disability and the need for Special Education services, it is required that Special education and related services be provided for the child with a disability. 2. BACKGROUND:The BIE schools (174) located in 23 states are situated in a range of settings. Some schools are situated near urban settings with access to educational resources, whereas other schools are situated in remote and distant locations that pose challenges for ease of access to resources. Schools in remote locations typically have to secure evaluation services and related services through contracts. Given the number of schools, the turnover of staff in schools, and other related factors, the development of Requests for Quotes (RFQ) for acquiring Special Education related services that are submitted vary in the level of description and rigor of accuracy for services being requested. Further, the responsibility for development of the Requests for Quotes (RFQ) may rest with an administrative staff person or other staff person with limited knowledge and experience in the field of Special Education. 3. SCOPEThe BIE must comply with the accountability requirements of P.L. 108-446 "IDEA" and requires the services of a contractor to create a template for procuring psycho-educational evaluation services and evaluations in related services areas (e.g. occupational therapy, physical therapy, speech therapy, behavior therapy, neuro-psychological evaluations, etc.). The evaluations would be conducted to determine if children who are suspected of having a disability might benefit from Special Education and/or related services. At a minimum templates developed shall facilitate communication between the BIE funded school staff (typically the school principal) requesting special education evaluation and related services, and BIE DPA Acquisition staff who purchase special education related services on behalf of the BIE funded school. For this reason the template shall include language for school staff to choose from which describes the needed services in terms understandable to school staff, but applicable to acquisition, and in sufficient detail to determine the requirement; with basic background, acceptable quality levels, quantity levels, and any general background that will assist an acquisition office with procuring described service. 4. CONTRACTOR TASKS: 4.1 SPECIAL EDUCATION EVALUATION SERVICES TEMPLATE The contractor shall develop a template that includes language that describes the essential elements of a written Special Education Evaluation Report to include; a catalog which defines each type of psycho-educational evaluation or neuro-psychological evaluation services a school may require, describes the service, describes what written reports can be expected, describes subject matter of written reports, and what recommendations need to be included in written reports, required service provider credentials, minimum acceptable quality levels, and minimum acceptable quantity levels. The contractor shall deliver a draft of the template within 60 days of contract award for COTR review. The COTR will provide written review comments within 30 days of receipt of the draft training template. The contractor shall resolve all review comments within 30 days to the satisfaction of the COTR to finalize the template. The COTR will provide written approval for the final version of the evaluation template. Also See attached Special Ed Related Services RFQ
