Description
This is a Special Notice to serve as a Sources Sought conducted pursuant to FAR Part 10, Market Research, and a Presolicitation Announcement. This is an initial step in the planning process for the Technology Research for Integrated Guidance Simulation (TRIGS) program. The Air Force Research Laboratory Munitions Directorate, (AFRL/RW), located at Eglin Air Force Base FL is responsible for basic, applied and advanced research and development in conventional armament systems and has a requirement for the following research effort: Technology Research for Integrated Guidance Simulation (TRIGS). The TRIGS program goal is to perform basic and applied research, develop hardware/software technologies/methodologies, and integrate those technologies into real-time and non-real-time simulations that the Government will use to evaluate weapon concepts. The objective of this requirement is to solicit specific research and development innovations and provide capabilities to the Government in the interrelated and complimentary research areas of Hardware-in-the-Loop (HWIL) Simulation Development, Weapon Engagement Research, HWIL Simulator Technology Development, and Virtual Environment Phenomenology Modeling. Anticipated deliverables include, but are not limited to: Monthly Status Reports, Cost/Schedule Management, Monthly Performance and Cost Reports, Conference Minutes, Presentation Material, Hardware Design Drawings, Software Source Code, Test Plans and Test Data, System Specifications, Scientific and Technical Reports, hardware and firmware. This acquisition will be conducted using negotiated procedures in accordance with FAR Part 15. The government anticipates negotiating a single award Indefinite Delivery Indefinite Quantity (IDIQ) Research and Development contract. Cost Plus Fixed Fee (CPFF) orders are contemplated to be issued under this contract. The total ordering period for this contract will be 5 years with a maximum contemplated ordering amount of $45M and a minimum order of $200K. SET-ASIDE STATUS: This procurement is established as a full and open competition under FAR 15, without set asides. Due to the wide extent of technical expertise required in multiple and diverse technical areas, we expect no small business to be able to perform at the prime contractor level. Subcontracting plans will be required in accordance with FAR 19.702 Small Business Programs. The North American Industry Classification System (NAICS) code for this acquisition is 541712 and the size standard for small business is 500 employees. Contractor personnel may be located on-site at the Government facility or at a certified Government-approved contractor facility, as required to execute research activities. The contractor may use facilities and equipment at the Advanced Guided Weapons Testbed (AGWT) to conduct research, subject to availability and approval by the Government program manager. The contractor may request Government office space and Government provided computers for up to 28 on-site contractor personnel. Portions of this program will be classified at the Top Secret level and a DD Form 254, DoD Contract Security Classification Specification, will apply to the awarded contract. However, the contractor will not be required to store Top Secret information under this contract. Thus, contractor shall verify their Cognizant Security Office information is current with Defense Security Service (DSS) at www.dss.mil. It is anticipated that the offeror will require a Secret facility clearance (AFRL/RW will provide all/any area needed for TS work) and safeguarding capability. Some of the key personnel may be identified for assignment and access to Top Secret information. Successful contractors will receive and/or generate technical data subject to International Traffic in Arms Regulations (ITAR) (Export Control) in the performance of the contract. Only firms holding certification under the US/Canada Joint Certification Program (JCP) www.dlis.dla.mil/jcp are allowed access to such data. INFORMATION AND INSTRUCTIONS: All businesses capable of providing these services are invited to respond with company name, address, a point of contact with email address and phone number, Federal CAGE Code, Data Universal Numbering System (DUNS), business size, and security clearance level. In an effort to provide offerors as much information as possible prior to the release of the solicitation, the Government will provide the relevant Annex data package related to the TRIGS program and a DVD of the Advanced Guided Weapons Testbed (AGWT) upon written request from the offeror and proof of Certified Contractors Access List (CCAL) certification. Prospective offerors shall provide this written request to Kendall Wagner, Contract Specialist, kendall.wagner@eglin.af.mil and include: (1) a certified copy of a DD Form 2345, Militarily Critical Technical Data Agreement; (2) Commercial and Government Entity (CAGE) code; and (3) the name, phone, email, and fax of the person requesting the information. All information provided to the Government as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted. In accordance with AFFARS 5352.201-9101, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition announcement. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. AFFARS Clause 5352.201-9101 Ombudsman (Apr 2010) will be incorporated into the contract awarded. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions). If resolution cannot be made by the contracting officer, concerned parties may contact the Ombudsman.
