Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This request for quote (RFQ) is issued under Simplified Acquisition Procedures (SAP), Subpart 13.5. Quote number RFQ1103674. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This acquisition is a small business set-aside. NAICS code 541712. Small business size standard, 500 employees. This requirement is implementation of the hydrologic forecast techniques into NWS operations. This is a firm fixed price purchase order. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Evaluation will be based on a technically acceptable low price basis, with acceptable past performance. To be technically acceptable respondents must demonstrate their ability in writing. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Offerors to include a completed copy of the provision at 52.212-3 or be on file at www.orca.bpn.gov, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable as follows; 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52. 217-7, 52. 217-8.
