- The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled, Planning and Environmental Studies. Interested large businesses are also encouraged to respond to this notice. This will be a firm-fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) service contract. The period of performance is expected to be a maximum of five years, with a base year and 4 optional one-year periods that may be exercised unilaterally at the Government's discretion. The primary North American Industry Classification System (NAICS) code for this project is 541618 and the associated small business size standard is $7,000,000.00. Some work under this project may fall under other secondary NAICS codes related to environmental, planning, land use and engineering services. This sources sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone, e-mail and point of contact. (3) CAGE Code, DUNS number, and Employment/Tax Identification Number (EIN/TIN). (4) A statement of your firm's business size and type, such as: Large Business, Small Business, Woman Owned Small Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, 8(a), small business. (5) Statement of Capability (SOC) demonstrating your skills, technical experience, and knowledge to perform the specified type of work. This should include documentation of past specialized experience and technical competence for up to three (3) past projects for which your firm was the prime contractor. The SOC should clearly demonstrate experience and knowledge related to the scope of work as listed below. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. Your response to this notice must be received in writing, on or before 2:00PM (local time) on July 21, 2011. Scope of work is as follows: The US Army Corps Engineers, Walla Walla District and other Corps of Engineers entities, with permission, will use this professional services contract. The anticipated usage for these contracts will include Planning Studies and Environmental Reports Services for the Corps to accomplish the breadth of Planning Studies included under but not limited to studies for the Planning Authorities for Ecosystem Restoration, Flood Risk Management, Water Supply, Hydropower, Navigation, and Recreation and other authorities of the Corps. These include but are not limited to General Investigation Authorities, the Continuing Authorities Program, Planning Assistance to States, Planning Assistance to Tribes, for Project Pre and Post Authorization reports and Mater Plans, Reallocation Studies, Rehabilitation Studies, Major Maintenance Reports, Public Use Plans, Resource Management Plans, Watershed Plans, Historic Property Management Plan, Biological Assessments, Environmental Impact Statements and other NEPA requirements. The contract will be used for but not be limited to all types of Planning Studies which including technical areas of Planning, Engineering Design, Hydrology, Economics, Environmental, Cultural and Real Estate. Projects will primarily be performed for the Corps within the Northwestern Division's area of responsibility, but may include work throughout the U.S. Examples of work the contractor may be tasked to accomplish may include: - Planning and Plan Formulation activities according to Corps Planning Policy and Guidance; - Preparation of appraisal, reconnaissance, and feasibility level reports; - Preparation of planning reports including but not limited to rehabilitation reports, management plans, reallocation reports, major maintenance reports, and master plans; - Identification of existing conditions, future without conditions; - Development and evaluation of alternative solutions; - Field investigations, data generation, and analysis; - Public and interagency scoping, mediation, and involvement; - Economics, natural resource economics, and socioeconomic statistics; - Risk and uncertainty analysis applied to project results; - Cost estimates of project alternatives; including design charrettes - Integrated feasibility and preparation of Environmental Impact Statements, - Environmental Assessments and other NEPA compliance documents; - Geotechnical evaluation of project sites; - General engineering services such as civil, hydrologic, hydraulic, structural, cost, mechanical and electrical; - Aquatic, wildlife and terrestrial ecology data collection, studies and analysis in support of Planning study; - Fish and wildlife habitat, water and air quality analyses; - Wetlands delineation and Clean Water Act compliance; - Construction monitoring and reporting for adherence to environmental requirements; - Hydrologic evaluation of stream manipulation or restoration; - Cultural resources and archaeology (reviews, plans, and reports); - Water quality measurement and analyses; - Aerial Photography, Topographic Surveying and Mapping; - Hazardous, Toxic, and Radioactive Waste Engineering; - Preparation of contract drawings and specifications; - GIS tasks which may include storing, analyzing and manipulating geographically referenced data; (ARCGIS, CADD or MICROSTATION or other specific software compatible, depending upon the specific task order); - Real estate activities required for planning and design analyses, - Project operating manuals
