- The U.S. General Services Administration, Region 5, is seeking eligible small business firms capable of performing "Exterior Wall Sealant Repairs" at the Melvin Price Federal Building and U.S. Courthouse, 750 Missouri Avenue, East St. Louis, Illinois 62201. PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The scope of work consists of but is not limited to removing the exterior sealants to a clean dry surface free of any burrs. Clean and prepare the surfaces with the specified solvent/primer. Install a specified closed cell polyethyelene backer rod, and apply the specified low modulus, high-performance, one-part, moisture-curing silicone joint sealant. The estimated cost range for all work is between $100,000.00 and $250,000.00. This procurement is set-aside for small business concerns only. The North American Industrial Classification Code (NAICS) is 238390 (Other Building Finishing Contractors) with a size standard of $14 million. This is a negotiated procurement; there will NOT be a public bid opening. The solicitation will be available on July 12, 2011. The solicitation cited above can only be obtained by accessing a secure website known as the FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedBizOpps, you will first be required to register with CCR (Central Contractor's Registration) database. You may access CCR at the following URL, www.bpn.gov. Once you register with CCR, you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL, http://www.fbo.gov. Also, as of January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors are required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. The solicitation will be available in electronic format only. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS. Offerors should not assume they will be contacted or afforded the opportunity to qualify, discuss, or revise their proposals. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on August 11, 2011 at 12:00 NOON (CST).
