- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FORLEADERSHIP EXPERIENCE AT GETTYSBURG. Companies shall acknowledge all amendment(s) intheir quote. This notice serves as the official amendment to subject synopsis/RFQ and awritten amendment will not be issued.The purpose of this amendment is to provide responses to questions received fromindustry.The due date for receipt of offers is not extended.Q1. Are there any particular leadership models that need to be examined?A1. There are no particular leadership models that should be addressed or examined. Asstated in the solicitation, leadership, organizational and communication topics should bediscussed in light of the Gettysburg battle and how the battle issues/battle scenario mayaffect/impact organizations today.Q2. Do the 9 participants all work together?A2. Yes.Q3. What kind of positions do they hold? And do all do the same kind of work?A3. They all hold senior level executive positions in the NASA Engineering and SafetyCenter (NESC).They all work on the same kind of issues/problems, but they havedifferent roles and responsibilities.Q4. What type of organizations are the participants from in terms of (a) products orservices provided, (b) organizational structures, (c) size, and (d) agency, division, etc.?A4. The NESC is an Agency-function organization operated under the Office of ChiefEngineer at NASA HQ. The NESC is comprised of approximately 60 full time employees withemployees residing at all of the NASA Centers (i.e., various geographic locations). NESCs mission is to perform value-added independent testing, analysis, and assessmentsof NASA's high-risk projects to ensure safety and mission success. The NESC engagesproactively to help NASA avoid future problems. Q5. What is the desired outcome for the training in terms of what the participants areexpected to know or do as a result of the training experience?A5. As stated in the solicitation, leadership, organizational and communication topicsshould be discussed in light of the Gettysburg battle and how the battle issues/battlescenario may affect/impact organizations today. Participants are expected to increasetheir leadership and communication skills and enhance the working relationships with eachother and within the rest of the organization.Q6. Does the vendor need to secure classroom space or will it be provided? If spacewill be provided, will it have internet access and an LCD PowerPoint projector andscreen?A.6. The vendor will need to secure classroom/facility space and any necessary a/vequipment, instructional materials, and internet access.Q7. Is the 3-day session considered 8 hours per day?And are there any particularconsiderations regarding start and end times?A7. There is no particular considerations regarding the start and end times.Q8. Is there a specific program evaluation/instrument to be administered at the end ofthe program? Or is the vendor expected to provide one?A8. No however, the vendor should provide one.Q9. Is the vendor responsible for setting up the battlefield tour?A9. Yes.Q10. How detailed does the budget need to be and are there any specific line items thatmust be included?A10. Its up to the vendor on whether they choose to offer any particular items such astransportation to battlefield, lodging, meals, etc. The price needs to clearly statewhat items are covered. Q11. Are travel costs to be included in the budget?A11. Travel costs to the training facility/Pennsylvania locality should not be includedin the vendors budget. Attendees will be on government travel orders.Q12. Am I to include meals / lodging in the bid? A12. It is up to the vendor on whether they choose to offer any particular items such astransportation to the battlefield, lodging, meals, etc. The price needs to clearly statewhat items are covered.Q13. Is transportation to be included in the bid? If so, from what point? (i.e. do wepick the participants up at the Harrisburg airport and cover transportation from there,do we meet them at the lodging near the battlefield, or do we cover air fares from yourlocation to Harrisburg?)A13. Travel costs to the training facility/Pennsylvania locality should not be includedin the vendors budget. Attendees will be on government travel orders. Its up to thevendor on whether they choose to offer transportation from the lodging/training facilityto the battlefield, etc. The price needs to clearly state what items are covered.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on 7/15/2011. Documents related to this procurementare available over the Internet. These documents reside on a World Wide Web (WWW) serverwhich may be accessed using a WWW browser application.
