Attachment 2 - RFQ Information Sheet Attachment 1 - Schedule of Prices This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Firm Fixed-Priced quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-NW-11-Q-0029 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective July 5, 2011. This is an unrestricted acquisition, issued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The National Archives and Records Administration (NARA) intends to issue a contract(s) with firm fixed-priced contract line items (CLINs). EVALUATION : This is an unrestricted procurement, subject to Full and Open Competition. The Government reserves the right to issue multiple contracts, as well as, award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR 13.5 in conjunction with Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation and in accordance with the guidance at FAR 12.301(c)(2). A contract will be issued to the Contractor(s) whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this procurement will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the firm-fixed price for each CLIN will be determined by multiplying the Unit Price by the Quantity of units, and the total fixed price will be determined by summing the firm-fixed price of all CLINs. Contractors must provide pricing for each CLIN, including any Option CLINs. The Government will only accept commercial-off-the-shelf items. In order to facilitate a comprehensive Government evaluation, contractors quoting "Or Equal" products are required to submit itemized technical specifications for CLIN 0003 that address each enumerated requirement of Attachment 3, Specifications. BACKGROUND: The purpose of this procurement is to purchase a copy stand and lights for the Preservation Programs (NWTD) of the National Archives and Records Administration (NARA). Acquiring the copy stand and lights will allow NWTD to expand capabilities for taking digital images of archival materials at the Archives I and II facilities. REQUIREMENTS : F.O.B. Destination pricing is requested for each CLIN, all delivery costs must be included in total firm fixed price. See Attachment 1, Schedule of Prices. Contractors must submit their pricing in accordance with RFQ Attachment 1, Schedule of Prices. Contractors must complete and submit Attachment 2, RFQ Information Sheet. See Attachment 3, Specifications for specifications. DELIVERY : Packaging must be in a manner that prevents damage to the equipment during shipment. Delivery must be undertaken during regular business hours, Monday through Friday, unless mutually agreed upon by NARA and the Contractor. AFFIRMATION STATEMENTS : Contractors must confirm in their quote that all products quoted for CLINs 0001 and 0003 meet the Energy Star® or Federal Energy Management Program (FEMP) energy use requirements. QUESTIONS : Questions regarding this RFQ must be submitted in writing to Ms. Cynthia Jones no later than 12:00 PM EST on July 19, 2011. Questions submitted in any other manner will not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. SUBMISSION OF QUOTATIONS: Three (3) copies of each quotation should be mailed to National Archives and Records Administration (NARA), Attention: Ms. Cynthia Jones (NAMA-NW-11-Q-0029), 8601 Adelphi Road, Room 3400, College Park, MD 20740-6001 or e-mailed to: cynthia.jones @nara.gov. Quotations should be received by 12:00 PM EST on August 9, 2011. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. The Document Conservation Division needs a copy stand and a pair of lights for one space in Washington, DC; the Division needs a second pair of lights for a space in Maryland. 2.0 BASIC REQUIREMENTS 2.1 The lights are required for both spaces to assure consistent quality of photo documentation. This Performance Work Statement is for the purchase of equipment, installation, training, and on-going maintenance and support of the equipment. 2.2 General Requirements: ITEMS TO BE PURCHASED Qty Equipment and Services 1 Copy stand with associated parts 4 Lights with stands and associated parts COPY STAND - Salient Characteristics One modular reprographic table (copy stand) must have the following features: • Table made of anodized aluminum or powder coated aluminum with a 30" x 40" table top surface. The dimensions of the table top may not exceed 30" x 40" because of space constraints in the conservation lab. The table must be grey or black so that it can serve as a background for photography. ° Table top must be at least 28" and no more than 30" from the floor to ensure easy use from a standing position. ° Fully aligned components machined to.005" to ensure even focus across the image plane. ° Casters that are self-leveling, dampening, retractable, and lockable ° Electronic, movable, motorized column mounted to the table. The overall actual column height must be at least 60" and no more than 66". The top of the column must not be more than 96" from the floor once it is installed on the table because of space constrictions imposed by the height of the ceiling. ° Extension plate / collar ° Mount attachments for a 35mm SLR / DSLR camera ° Utility shelf beneath the table that does not have doors or a back. The shelf must be at least 12" and no more than 24" from the floor and must span the entire depth of the copy stand table. ° One support board that measures 40" x 50". The dimensions of the support board may not exceed 40" x 50" because of space constraints in the conservation lab. The support board must be made of the same materials as the copy stand's table top (anodized aluminum or powder coated aluminum). The support board must be able to fit onto the copy stand table and be secured for use. The support board must be grey or black so that it can serve as a background for photography. ° The modular copy stand must fit through a door which measures 83"(h) x 34.5"(w). LIGHTS - 600 Watt North Light HID Copy Lights or Equal Product • 600 Watt North Light HID (high-intensity discharge) Copy Lights or brand-name equivalent that include four 150 Watt ceramic discharge lamps (bulbs) and require a typical 15 ampere 120 volt outlet. The lights must be double fan cooled, one chamber for the hot (lamp) side and one fan for the electronic side. The exterior dimension of the lights should measure approximately 24" x 12" x 12"; there may be variance in each dimension plus or minus 2". ° The lights must provide even illumination across the surface of the support board that will sit on the copy stand table. The dimensions of the support board will be 40" x 50". ° The lighting system must be high output with low heat emission, minimal ultraviolet output, and minimal infrared output. ° The lights should have a high color rendering index (CRI), rating at least 92 ° The lights must allow standard mounting of diffusion, filtering, and polarizing materials. ° Four diffusion screens that must fit the 600 Watt North Light HID Copy Lights or brand-name equivalent (one screen per light) ° Four polarizer filters that must fit the 600 Watt North Light HID Copy Lights or brand-name equivalent (one filter per light) ° Four UV filters that must fit the 600 Watt North Light HID Copy Lights or brand-name equivalent (one filter per light) The UV filters may be combined with the diffusion screens. • Four light stands with three lockable wheels each. Each light stand must have a fixed column at least 90" in height and may not exceed 96" in height. The total height of the stand's column plus its base may not exceed 96" in height because of space constraints. It must be possible to position the light low or high on the column, horizontally or vertically. The light should be able to tilt up or down when positioned either horizontally or vertically. The base of the light stand must not exceed 36" in any direction because of space constraints in the conservation lab. ° Four crank / winder mechanisms for the stand columns. These will include a scale that runs the length of the column. The cranks should have locking mechanisms. ° Four right-angle adapter attachments ° Four swivel attachments for the right-angle adapter ° Two tilt lever pairs for the right-angle adapters • Eight 15 lb sandbags with straps that have been designed to secure to the base of the light stands 3.0 PLACE OF PERFORMANCE Equipment must be delivered to the following two locations. An agent must assemble the copy stand and lights at each location. The copy stand and two of the lights must be shipped to and installed at: National Archives and Records Administration Document Conservation Division (NWTD) Room B-1 700 Pennsylvania Ave, NW Washington DC, 20004 The other two lights must be shipped to and installed at: National Archives and Records Administration Document Conservation Division (NWTD) Room 1400 3301 Metzerott Road College Park, MD 20740 4.0 PERIOD OF PERFORMANCE The period for delivery must be no more than 90 days after date of order. Installation and training must occur no more than 10 days after receipt of equipment. 5.0 MAINTENANCE AND SUPPORT Maintenance and support for the copy stand, light stands, and lighting shall include the following: • Technical support via telephone and internet Monday through Friday, excluding Federal Holidays, from 9am - 5pm (normal hours for NWTD lab operations) • On-site repairs as needed - turnaround response time from initial contact to repair should be within ten business days • Replacement parts and labor - parts shipped within 10 business days after determination of need by authorized technician • Routine maintenance as needed and/or required by warranty 6.0 TRAINING An agent must provide basic instruction on how to operate and use the copy stand and lights onsite at NARA at 700 Pennsylvania Ave NW, Washington DC, 20004. Training will be for up to four people and will last approximately one to two hours. The agent must supply paper copies of operating manuals that come with each product. The agent should also supply electronic copies of operating manuals if applicable. 7.0 ACCEPTANCE TESTING NARA will be allotted 30 days for acceptance testing of all equipment after installation. This will provide time for digital photographs and slides to be taken, processed, and reviewed. 8.0 HOURS OF OPERATION Work must be undertaken during regular business hours, Monday through Friday, unless mutually agreed upon by NARA Contracting Officers Representative (COR) and the Contractor. 9.0 TASKS AND DELIVERABLES The deliverables are discussed in paragraph 2.2 above. 10.0 MISCELLANEOUS REQUIREMENTS 10.1 No transportation or travel expenses will be paid. ATTACHMENT 4 TERMS AND CONDITIONS The following clauses and provisions are incorporated and will remain in full force in any resultant firm-fixed price contract(s) : I. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. ADDITIONAL APPLICABLE FULL-TEXT FAR CLAUSES A. FAR 52.217-8, Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. B. FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000) a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
