Description
SOURCES SOUGHT. The U.S. Department of Commerce, National Oceanic and Atmospheric Administrative, National Marine Fisheries Service, located in Miami, FL, intends to issue a fixed price type contract to Microwave Telemetry, Inc., 8835 Columbia 100 Parkway, Columbia, MD 21045 for satellite archival tags. The satellite tags are used to assess annual survival rates, determine the impact of fisheries interactions, and spatial distribution of studied animals. The main objective of this acquisition is to perform research on sea turtles, billfish, and tunas using satellite tags and expand the capabilities of satellite tags for NMFS research such that popup technology is suitable for smaller animals while maintaining battery life and memory of the full size popup satellite tags. The proposed acquisition is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of: The Federal Acquisition Streamlining Act of 1994, as implemented at Federal Acquisition Regulation (FAR) Subpart 12.102. Microwave Telemetry, Inc., designed and built the referenced satellite tags. They have proprietary drawings, engineering data, and the parts necessary to build these essential components. Various types of satellite tags will be required. As an example of the intricate requirements of the satellite tags, the following are minimum functional requirements of the satellite tags: Retains all of the features of the Archival Pop-up Tag: • SiV TM Satellite-in-View transmission protocol • ARGOS II transmission frequency • Emergency Pop-off at over pressure • Constant Pressure Pop-off • Temperature compensated real-time clock • Embedded checksum with bit error correction capability • Simple deployment • Very strong Carbon Fiber housing • Strong tether attachment point Enhancements and features of Microwave Telemetry X tags: • Lower hydrodynamic drag • Smaller physical size • Lighter weight (40 g in air) • 15,000 Argos message transmission capability • 64 Mb non-volatile archival memory • Longer shelf life • Higher pressure rating > 3500 psi (2500 m) Electronics: Argos PTT Operating Frequency 401.650 MHz ± 36 kHz Rf. Output power +20 to +27 dBm (100 to 500 mW)* Output impedance: 50 ohms Modulation Tri Phase PSK ± 1.1 Rad ± 0.1 Rad Quiescent current: <3 µA Spurious emissions: -45 dB Transmission Interval 45 to 120 sec ** Supply voltage: 3.6 to 4 volts Operating temperature range -15 to 45° C * Adjustable between 100 to 500 mW ** This can be optimized for your requirements at time of manufacture Sensor Suite Temp range -4 to +40° C Resolution- Via Argos 0.23° (0.014° Archived ) Depth range 0 to 1296m Resolution- Via Argos 5.4m (0.34m Archived) Max Light Sensitivity < 4 x 10-5 Lux @ 555 nm 1. (32mm) + 7.5" (185mm) antenna • Weight 40g • Crush pressure > 3500 psi (2500m) • Pull strength of tether attachment > 150 lbs. • Lower hydrodynamic drag • Smaller physical size • Lighter weight (40 g in air) • 15,000 Argos message transmission capability • 64 Mb non-volatile archival memory • Longer shelf life • Higher pressure rating > 3500 psi (2500 m) Interested parties may identify their interest and capability to respond to the requirement or submit offers. This notice of intent is not a request for competitive responses. However, all responses received within 5 days after the date of publication of this synopsis will be considered by the Government. Responses can be sent via email to: jackie.a.shewmaker@noaa.gov. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible business sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business; a statement regarding their capabilities and qualifications to manufacture satellite tags; and sufficient information that describes or demonstrates the firm's knowledge of the required satellite tags. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge and experience. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required supplies as stated herein. If no affirmative responses are received, the Government intends to issue a contract to Microwave Telemetry, Inc. DOC, Eastern Acquisition Division (EAD), requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
