- The United States Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order with Frontier GeoSciences, Inc of Seattle, Washington for Frontier Atmospheric Dry Deposition (FADD) samples, associated equipment, analysis and sampling training for reactive gaseous mercury (RGM). The US EPA believes that Frontier GeoSciences Inc. is the only commercial source known to have developed a method for the passive collection of reactive gaseous mercury (RGM). Frontier developed the Frontier Atmospheric Dry Deposition (FADD) membranes which are deployed on trace-cleaned aerodynamic sampler heads (to minimize turbulent flow over the membrane surface) and upside down (to minimize exposure to solar radiation, rainwater and large particle deposition) and the method to analyze the samples once collected. Because they are passive samplers, there is virtually no possibility of equipment breakdown that could result in significant data gaps. Furthermore, non-t echnical personnel can be easily trained to remove the samples for shipment to Frontier for analysis. The period of performance is expected to begin August 2011 and continue for 12 months. The intent of this notice is to determine if any other sources(s) exist; therefore, no solicitation (RFQ) is available at this time. Consequently, any response failing to address the aforementioned qualifications and instead chooses to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who believe they can meet the above requirements may submit written qualification statements, fully explaining their capabilities, no later than 15 days after the date of this publication.
