- THIS IS A J&A NOTICE OF AWARD OF A SOLE SOURCE CONTRACT AND NOT A REQUEST FOR QUOTES. The National Park Service issued a contract with JouBeh Technologies Incorporated, Dartmouth, Nova Scotia for elk collar Iridium GPS service in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1. In 2010 39 Lotek Iridim GPS elk collars were deployed. These collars will service more than one project that is being conducted in the Park. Location data must be able to be sent to NPS staff daily via email using an Iridium satellite network, and the scheduling of these messages (how much data to store before sending the email) must also be user-programmable to ensure that the data are meeting the needs of project teams. Sometimes it may need to be user-programmable from a remote location, but they must also have the capability to transmit location data to a biologist while in an aircraft. In order to obtain the Short Burst Data (SBD) stream location data collected by these Lotek Iridium GPS collars, it is necessary to utilize an Iridium service provider that handles these specific types of data packages. JouBeh Technologies Iridium service has been integrated into Lotek collar development and testing and has been proven to provide a seamless transmission of SBD data to users of Lotek products. Lotek Wireless has specifically certified JouBeh Technologies and they are integrated into Lotek's wildlife collar testing and programming systems. This integrations provides seamless testing and quality assurance of all Iridium collar transmit systems in the most timely and efficient manner.
