- attachments This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will is attached. This solicitation is issued as a Request for Quotation (RFQ) for winter pasture for stock from Spotted Bear Ranger Station. This solicitation document, and incorporated provisions and clauses, are those in effect through Federal Acquisition Circular 2005-52 B. SCHEDULE OF ITEMS See attachment CONTRACT TIME The contract period will be approximately November 1, 2011 - May 31, 2012, Bid Item 1. Bid Item 2, contract period is approximately November 1, 2012 - May 31, 2013. For both bid items, all animals will be boarded in December through April. There would be a portion or all that would be on winter pasture in November and May. BASIS OF AWARD Offer of award will be made to the quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to such factors as price, Contractor experience with this type of work, distance from Kalispell and past performance in accordance with FAR 13.106-2. The Experience Questionnaire will become part of the evaluation. See pages 20 - 21. PREWORK CONFERENCE Prior to commencement of work, the Contracting Officer will arrange a meeting with the Contractor to discuss the contract terms and work performance requirements. SCOPE OF CONTRACT The purpose of this contract is to provide winter pasture for government-owned horses and mules for the Spotted Bear Ranger District, Flathead National Forest, Kalispell, MT. PASTURE The Pasture shall provide a safe environment for the stock and be free of hazards such as downed wire or equipment. Prior to award of contract, the Forest Service will inspect the pasture area. Size: Pasture area needs to accommodate 30 - 40 head of stock. Stock maybe split into separate smaller herds. The Forest Service will negotiate herd's size, and/or split of animals. Fencing: Pasture to be fenced with solid fencing of 3 strand or better barbed or smooth wire or as approved by the Forest Service. If open range, evaluation will be assessed by the Forest Service prior to award of contract. Location: The pasture is required to be within 200 miles of Kalispell city center. Other Stock: The Forest Service would need to approve in advance, placing government stock with other stock - considerations include total number of animals being pastured together, type of stock (boarding with lots of mares could cause issues in a herd of 30 - 40) current health of other animals, and the vaccinations care of the other stock. FEEDING OF STOCK 1. An open water source or mechanical watering sites shall be available all times. 2. Provide daily grazing or feeding of hay or a combination of the two for approximately 30 - 40 head of stock. 3. Salt is available to animals daily. 4. Daily supplemental feeding of oats or barley or a combination of dry 3-way (oats, barley and corn) for 1 - 5 head of stock along with grazing and hay support. The Government will determine those animals that will need to be in this category due to age, weight and ability to keep weight on. This is reflected in Bid Items 1.2 and 2.2. ACCESS TO STOCK Forest Service personnel shall have access to stock at any time with advanced notice of at least one (1) day. UNLOADING AND LOADING FACILITIES Unloading and loading facilities will be available for a 24 foot stock trailer and standard bed stock trucks requiring an approximately 3 foot high loading dock/ramp and access to a catch pen or corral. DELIVERY & PICK-UP OF STOCK Base Period: Bid Item 1, stock will be delivered from anytime in November, 2011, through December 9, 2011, and picked up between April 25, 2011, through May 27, 2011. Option Period One: Bid Item 2, stock will be delivered anytime in November, 2012, through December 8, 2011, and picked up between April 24, 2012, through May 26, 2012. Actual dates for delivery and pick-up will be coordinated in advance. All the animals (30 - 40) will be pastured for December, January, February, March and April. There could be a portion or all that would be pastured during November and May. Charges for November and May will be calculated on a perentage of the actual time on pasture for the month. (Example if delivered on the 15 of the month then the government would be billed for 50 % of the month.) If the animal is delivered on November 20, (30 days in November) 30 - 20 days equals 10 days on pasture. The Government will be billed the percent of 10 days/30days= 33% monthly rate). The same will apply for May. This would apply to both bid items. SITUATIONS THAT REQUIRE NOTIFICATION TO FOREST SERVICE 1 When a horse/mule is sick or injured. 2. If an animal is unable to keep weight on and may require daily supplemental feeding (Bid Items 1.2 and 2.2). 3. If an animal dies. The Government will be responsible for disposal of the carcass. GOVERNMENT-FURNISHED PROPERTY The Government will deliver to the Contractor materials, supplies, property or services (hereinafter referred to as "Government-furnished property") as listed below. As supplies need replenishing, the Contractor shall notify the Contractor Officer's Representative (COR) on a monthly basis so needed items can be ordered. The Contractor shall be liable for all loss or damage of such delivered Government-furnished property until completion and final acceptance of work required under this contract. If the Government fails to make timely delivery of such government-furnished property suitable for its intended use and upon written request from the Contractor, the Contracting Officer will make an equitable adjustment of contract delivery or performance dates or contract price or both. The Government will furnish the following items: 30 - 40 head of Government-owned stock. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with offer. (see attachments) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statue or Executive Orders - Commercial Items, applies to this acquisition and in addition to this provision are the following addenda: FAR 52.232-19 Availability of Funds for the Next Fiscal Year (APR 1984) Funds are not presently available for performance under this contract beyond Bid Item 1. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond May 31, 2012 until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. FAR 52.252-2 Clauses Incorporated by Reference (FEB 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Evaluation of options will not obligate the Government to exercise the option(s). FAR 52.215-5 Facsimile Proposals (OCT 1997) (a) Definition. "Facsimile proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timelines, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. (e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal.
