MELTER REFRACTORY INSTALLATION Subcontract Requisition Number: 24590-CM-SRA-NR00-00001 Submit Interest By: August 8, 2011 Estimated Budget: >$3Million and <$5Million Schedule: •· Issue Request for Proposal: August 29, 2011 •· Award and Notice to Proceed: December 8, 2011 · Start Work: April 2012 · All Work Complete: April 2014 Safety Classification: NON-ITS Additional Characteristic: None Quality Level: Commercial Services Type of Subcontract: EPC PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK The combining of waste and glass additives takes place in a rectangular steel box called a Melter where the temperatures reach 1100 ° C. There are two Low Activity Waste (LAW) melters. Each Melter is approximately 12' wide x 25' long x 16' high. The two LAW melters will be sequentially assembled on the site prior to commissioning. During the assembly of each Melter, refractory is installed. This specialized brick (some pieces exceeding 1500 lbs) acts as the containment for the molten glass. Subcontractor shall provide detailed engineering, procurement, fabrication and installation services for completion of two (2) Melter Refractory Assemblies in the LAW, as described in the Specifications listed in Exhibit "E", Drawings listed in Exhibit "F", and in the Subcontract Documents. Performance of the Work shall be in strict coordination with Bechtel's direct hire Melter assembly activities at all times. During Melter assembly, the refractory subcontractor will be responsible for the rigging and installation of fused-cast refractory (government furnished material) and the back-up layers of refractory (purchased by the subcontractor), and the design and construction of all shoring and framework, patterns and molds needed to place the floor and fixed wall castables for both melters. Subcontractor will provide qualified personnel and equipment to handle and install the refractory in accordance with Project drawings and specifications (and subcontractor's approved technical submittals). Subcontractor will procure materials such as cribbing, tyvek tape and sheeting, insulating paper, board, and adhesive, and castable refractory materials (e.g. Alfrax 66, Kaolite 2500 LI, and Versaflow 57A). Prior to the start of work, Subcontractor will be required to submit (1) procedures describing refractory installation and rigging methods and (2) personnel qualifications for work to be performed. It is estimated that work will be performed over a two-year period. QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for subcontracts performed in the WTP Jobsite will be "NP" (non permanent or temporary work, generally no QA Program required), "CM" (commercial quality based the requirements in DOE Order 414.1C), or "QL" (nuclear level quality based on the requirements in ASME NQA-1 2000). Bechtel may require, as an element of bidder pre-qualification, submission of a representative sample QA Program or Table of Contents copy. For QL subcontracts, the successful bidder's QA Program must be approved prior to award of the subcontract.
