Description
The Air National Guard (ANG) is seeking Capability Statements from interested parties for the development, planning and implementation of the ANG GeoBase Program. This program is new to the ANG. No incumbent exists. Qualified parties will possess recent experience as the prime responsible party for the same or nearly identical requirement. This contract will require extensive corporate knowledge and experience in GeoBase programs. The process of GeoBase adoption and the implementation of geospatial capabilities include management, leadership and guidance, organizational strategic planning, and user and business process-centered implementation. To accomplish the implementation and sustainment of the ANG GeoBase program the contractor will need to provide services that will focus on separate aspects of the program; Process, Communications, Data, System Architecture. The intention of the program is to develop a flexible integrated information support system for all levels within ANG including all functional and base users that is feasible, user designed, business process centered, and self-sustaining. Please see the attached Statement of Work for additional information. The ANG has estimated the need for 16 on-site personnel. Personnel will be stationed at various ANG locations throughout the United States and its territories. Travel will be required for most personnel. All personnel working with the ANG GeoBase Program, whether on-site or not, must have Secret Security Clearances. The contractor must possess a Secret Facility Clearance. All clearances are the responsibility of the contractor. No award from any subsequent solicitation will be made to an offeror who does not possess the appropriate clearances. Capability Statements should include: 1) Documentation of recent past experience as the prime responsible party for an identical or nearly identical project; 2) Documentation of adequate corporate depth and experience to perform the required work without undue reliance on outside entities; 3) Documentation of adequate corporate depth and experience to quickly resolve any unanticipated problems or issues through the involvement of existing off-site corporate personnel; Capability Statements must be received by 27 July 2011 in order to be considered in the Acquisition Planning for this requirement.
