- This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to solicit, negotiate and award a purchase order on noncompetitive basis with Thermo Electron North America, LLC, 1400 Northpoint Parkway, Suite 50, West Beach, Florida 33407-1976 to facilitate the breakdown, transfer and reconstruction or reassembly of a Cell based robotic assay system. This instrument will serve as an integral part of the Neuroscience Translational Center at NINDS, where it will be used by scientists of NINDS and other institutes. This cell based assay system will enable completion of the mission and goals of the new unit for Neurotherapeutics Development. This mission of this unit is: a) to focus on preclinical development of neuroprotective and neuroregenerative agents, b) to work collaboratively with other NIH researchers to facilitate therapeutics development for Neurodegenerative disorders, and c) to encourage and provide resource to new investigators at all levels to enter the field of therapeutics development for neurodegenerative disorders. Thermo Electron North America is the group that was contracted to custom design and construct/assemble this cell-based robotic assay system. They are qualified to test and verify that the system is functioning adequately prior to de-constructing and breaking down this system into movable components. Therefore based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements FAR 6.302-1. The Government intends to select and evaluate and award the offer the represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 12 and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
