Description
In accordance with the Federal Acquisition Regulations (FAR) Part 5.2, this synopsis is posted for the United States Department of the Interior, Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) Procurement Operations Branch. The purpose of this notice is to announce the Governments intent to award a Contract on a sole source basis for Fault Tree Methodology and Technology to Risk Analysis for Arctic Oil-and-Gas lease sales and development project in Arctic ICS Planning Areas study IAW FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The study will apply fault tree methodology to develop spill occurrence rates for size ranges of crude and diesel spills for oil-and-gas-lease sales and any development projects in the Chukchi and Beaufort Sea OCS Planning Areas. The circumstances of this action are such that only one source is reasonably available due to the unique nature of the continued development in the study data and data sets which needs to be continually influenced by consistency in variance in order to maintain the accuracy and relevance of the data. It is anticipated this effort will have a total project period of performance of 60 months. The applicable NAICS code is 541620. The anticipated budget is $125,000. This is NOT a request for competitive quotes. The intent of this notice is for informational purposes only. However, any and all information received by the Point of Contact (POC) listed below by close of business on July 28, 2011, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government POC: Joanne Murphy, BOEMRE, Procurement Operations Branch, 381 Elden Street, MS-2101 Herndon, VA 20170, email: joanne.murphy@boemre.gov. PHONE CALLS ARE STRONGLY DISCOURAGED.
