- Description
- VISN 5 Network Contracting Activity anticipates the award of a firm-fixed price contract to a General Contractor for Project 688-333, Construction of 3K - CLC Third Floor Addition project. This project is an approximately 19,324 sf floor addition atop the existing multi-story, Community Living Center (also known as Building K or 6). The project contains two separate programs - 1) an outpatient and hoptel rehab vision program with four (4) private apartment style patient rooms; and 2) a twelve private resident room CLC expansion. Both programs include accompanying clinical components - including exam rooms, counseling offices, PT/OT, ADL suite, shared dining and kitchen, decentralized nursing stations, conference room, and utility rooms. Work is located on the Foundation/Basement Level of Building K (6); at the two-bank elevators; at Stairs #15 and #19; on existing Roof Level; and above the ceiling at levels B through 2K. The work shall include necessary removal of existing structures and construction in order to install new work. The work includes general construction, alterations, mechanical and electrical work, millwork and utility systems. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) are necessary to go through the required access for the VA Medical Center. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code, the SBA size standard is $33.5 million. The construction cost range for the project is between $5,000,000 and $10,000,000. The solicitation will be issued on or about July 27, 2011. All information for this solicitation will be posted on FedBizOpps at http://www.fbo.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, specifications and all subsequent amendments, if any. The solicitation is issued under the authority of 38 U.S.C. 8127. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. Potential bidders must register at FedBizOpps at www.fbo.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and must have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov prior to contract award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vip.vetbiz.gov or SDVOSB Firms currently listed, pending verification in VIP are eligible to submit bids. SDVOSB Firms that submit bids on SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. The pre-bid meeting for this project will be held on Tuesday, August 2, 2011 at 10:00 am. All interested parties shall promptly report to the Facilities Management Conference Room BH-132 for the meeting. All requests for information regarding this project shall be submitted in writing to the Contracting Officer no later than 4:00 pm on Tuesday, August 9, 2011. Telephone requests will not be accepted. The bid opening will be held on Tuesday, August 30, 2011 at 1:00 pm. This procurement is subject to the availability of funding.
