- This procurement is 100% set aside for service disabled veteran owned small business (SDVOSB) firms. The Atlanta VA Medical Center (VAMC) located at 1670 Clairmont Road, Decatur, GA anticipates the award of a firm fixed price contract to provide design/build services for a complete design and construction services contract to complete project number 509-325, Hospital Parking Garage Deck, Downtown Div., Augusta VAMC, Augusta, GA. This project will consist of a ground floor capacity for at least 120 handicapped, high-top vehicle parking spaces and an upper floor capacity for at least 300 standard vehicles parking spaces. It will have one covered pedestrian bridge connecting the parking deck with the Building 801 at the Augusta VAMC hospital. The structure will use energy efficient and/or renewable energy lighting, have elevator service on each floor and a structural foundation capable to support additional parking levels in the future. The design/build team shall provide all services necessary to provide investigative & testing services, contract drawings, specifications, cost estimates, construction period services, site visits, equipment and supervision to design and construct the new parking structure. The contractor will be required to work after normal business hours to minimize disruptions. The design/build project will be completed within 485 calendar days from the date of receipt of the Notice to Proceed. The estimated cost of this project is between $5 million and $10 million with a NAICS code of 236220 and a small business size standard of $33.5 million. Evaluation Criteria: Proposals will be evaluated and award will be made on the basis of both technical considerations and cost most advantageous to the Government. Evaluation factors are construction management, past performance, schedule and cost. The Government intends to evaluate proposals and may award a firm fixed price contract without discussions. It is anticipated that the solicitation will be available on/about Friday, August 19, 2010 on the Federal Business Opportunity website (www.FedBizOpps.gov); hard copies of the solicitation will not be available. Contractors must be registered on Central Contractor Registration (CCR, www.ccr.gov) and VetBizOpps (www.vip.vetbiz.gov) to be eligible for award.
