- SOLE SOURCE JUSTIFICATION 1. Contracting Activity: National Park Service (NPS)Alaska Regional Office240 W. 5th AveAnchorage, AK 99501 2. Purchase Request Number: 9917-11-0075 3. Authority for Action: FAR 8.405-6(a), Restricting Consideration under GSA Federal Supply Schedules X FAR 13.106-1(b), Soliciting from a Single Source 4. Describe the supply or service to be acquired: The request is for a sole source procurement with Acumentrics Corporation, by exchanging the existing 5kW fuel cell for two (2) 1 kW fuel cells. The procurement include system design, factory testing, complete installation, removal of the existing fuel cell, batteries and de-sulpherizers, onsite training for NPS staff and trouble-shooting service available within a 2-days travel time to the project site. The unit provides electricity for the contact station as well as the water system for the Exit Glacier Nature Center. 5. List the proposed contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed contractor:Name: Acumentrics CorporationContact: Tom OllilaPhone Number: 781-461-8251Acumentrics has remedied problems that have arisen with the smaller, 1-kW fuel cells. While other companies are well versed in larger (50 to 250 kW) fuel cells, Acumentrics has a proven track history in these smaller units. Acumentrics has stated that they will give a credit for the old 5-kW fuel cell Acumentrics fuel cell purchased by the NPS in 2002, take it back for their use as a means of upgrading to a new fuel cell system. This swap will take care of the hazardous material disposal issue that the NPS would have to take care of without such an arrangement. 6. Describe your market research efforts and efforts to ensure that offers are solicited from as many potential sources as is practicable:The NPS has been dealing with and researching Fuel Cells in Alaska since 2002. Many vendors were sought and an Acumentrics 5-kW Solid Oxide Fuel Cell was purchased for Kenai Fjords National Park. When funds became available in 2002 for the solid oxide fuel cell, the original vendor, Fuel Cell Technologies, ultimately declined to deliver the fuel cell and in April 2003, the purchase order was amended to Energy Alternatives in Palmer, AK for purchase of the fuel cell only. The fuel cell was ultimately purchased by Energy Alternatives from Acumentrics, a manufacturer from Westwood, MA. In order to determine if there were other solid oxide fuel cells available in the size that is required at Exit Glacier that have had sufficient testing, other research has been inquired for fuel cells, particularly solid oxide fuel cells. There is little change since the 2002 search, although what was there had more information and better run data. Some of the references make components only. There were nine references and only Acumentrics has any literature about an operating fuel cell in the 1 to 5 kW range that we need. There are large Solid Oxide Fuel Cells available (250 KW) and a few that have a few hundred watts, but no others in the range that we are looking for. Acumentrics has data on the 1 kW units that have run thousands of hours. Those who are familiar with the industry have stated Acumentrics appears to be the only ones in this niche size that has any track record at all. 7.
