Description
NASA/GRC has a requirement for a training course that will expand its knowledge andskills in the area of satellite communications by brining a 4 to 5-day course for 15students. The course will specifically focus on Earth ground station analysis design. Thecourse offering shall be held from August 15 to 19, 2011.Statement of Work is attached.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Interested offerors shall provide capability statement of ability to perform the requiredservices and a price breakdown by price element for the proposed price.Offers for the requirement described above and in the Statement of Work are due by 4:00PMEST on July 22, 2011 to NASA Glenn Research Center, Mail Stop 60-1, 21000 Brookpark Road,Cleveland, OH 44135, Attn: Angela Anderson. Offers must include solicitation number, FOBdestination to this Center, proposed delivery schedule, discount/payment terms, travel,warranty duration (if applicable), taxpayer identification number (TIN), identificationof any special commercial terms, and be signed by an authorized company representative.Electronic offers may be submitted electronically to Angela.M.Anderson@nasa.gov as well.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than Tuesday, July 19, 2011 by 4:30 PM EST. It is the quoter's responsibility tomonitor this site for the release of amendments (if any). Potential quoters will beresponsible for downloading their own copy of this notice, the on-line RFQ and amendments(if any).Provisions and clauses in the RFQ are those in effect through FAC 05-01.The NAICS Code and the business size standard for this procurement are 611430 and $7.0million respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial, which is incorporated by reference.If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act--Supplies,' the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (JUNE 2010), Contract Terms and Conditions-Commercial Items is applicable.FAR 52.212-5 (JAN 2011), Contract Terms and Conditions Required to Implement Statutes orExecutive Orders- Commercial Items is applicable and the following identified clauses areincorporated by reference: 52.219-28, 52.219-7, 52.222-3, 52.222-19, 52.222-21,52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.225-13, 52.232-33.Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with considerations given to the factors of proposed technicalcapability, price, and past performance.
