- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Audiometrics 909 South Tremont Street, Oceanside, CA 92054, as the only responsible source that can provide diagnostic audiometers, bioacoustic simulators, sound booths and sounds rooms. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-52are incorporated. Naval Hospital Twentynine Palms has a requirement for audiometric equipment, including bioacoustic simulators, testing and clinical audiometers and tympanometers, audiometric booths and sound rooms. There shall be twenty eight (28) testing audiometers; these shall be Benson CCA-200 expansion audiometers and shall interface with DOEHRS-HC. There shall be twenty one (21) bioacoustic simulators; these shall be Benson bioacoustic simulators and shall be used for daily calibration checks of the DOEHRS-HC system. There shall be two (2) single-wall six (6) man audiometric booths. There shall be three (3) single-wall single man audiometric rooms. There shall be two (2) diagnostic tympanometers; these shall be capable of tympanometry (two-component and multiple frequencies), acoustic reflex thresholds, reflex decay, and Eustachian tube function (intact and perforated). There shall be two diagnostic audiometers; these shall be capable of pure tone testing up to 8,000 MHz. The diagnostic audiometers should also be capable of both air conduction and bone conduction testing. Items being purchased in this acquisition: Testing Audiometers (28) Bioacoustic simulators (21) Single wall six man audiometric booths (2) Single wall one man audiometric booth (3) Diagnostic tympanometers (2) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 621340 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Audiometrics.
