- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Precision, Inc., 1040 12th Avenue, NW, Issaquah, Washington 98027-8929 to procure the following: 1. Description: Ultimate Focus Module (Field Upgrade), Item Number: 53-852380-001, Quantity: One (1) Each. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Genetic Disease Research Branch (GDRB), Cytogenetics and Microscopy Core provides NHGRI investigators with imaging services, access and assistant with fluorescence live cell microscopy. To continue to perform these studies, NHGRI requires a state-of-the-art auto focus hardware to add more precise and reliable feature for the Personal DeltaVision system that is being used for live cell experiments. To maintain compatibility with the DeltaVision System, currently being used by NHGRI investigators, an UltimateFocus Module manufactured by Applied Precision must be procured for continued optimal performance for the studies. Applied Precision is the only company with a pending patent that produces this specific auto focus feature designed specifically for compatibility with the DeltaVision System. No other source will satisfy this requirement for the government. Specifications : • Automatically maintains the sample z-position regardless of mechanical or thermal changes; • Returns to sample z-position within 25nm (measurements made at 37C with a 60X oil, 1.42NA objective; • Continuous z-position monitoring for accurate time-lapse data acquisition; and • Focus correction occurs in less than 200 milliseconds. Industry Classification (NAICS) Code is 333314, Optical Instrument and Lens Manufacturing, with size standards in number of employees: 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (July 5, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 7/18/2011, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
