- Description
- Contractor-Owned, Contractor-Operated (COCO) ancillary facilities for fuel storage capable of receiving, storing, protecting, and shipping 320,000 barrels (BBLs) of U.S. Government-owned petroleum products, specifically commercial grade Jet-A (ASTM-D-1655), on the U.S. East and Gulf Coasts. Dedicated storage tanks are preferred; however, comingled storage with fungible product will be considered. This service requirement is for a five-year period with a five-year option for renewal. This facility must be capable of receiving via commercial pipeline batch receipts ranging from 25,000 BBLs to 75,000 BBLs with a minimum 5 day advance notice, Shipping via Ocean Tanker or Integrated/Articulated (ITB/ATB) Tug Barge with parcels ranging from 100,000 BBLs to 235,000 BBLs and a minimum advance notice of 48 hours, Dock and Berthing facilities shall be capable of handling a minimum 34,000 dead weight ton (DWT) vessel with an overall length of 615 feet with a minimum draft of 36 feet at mean low water from the contractor's berthing and mooring facility to the open ocean. AREA OF CONSIDERATION: Port locations on the U.S. East Coast and U.S. Gulf Coast areas south to and including Texas, north to and including Virginia. STORAGE REQUIREMENT: 320,000 barrels of commercial grade Jet-A ESTIMATED THROUGHPUT: Estimated throughput for this requirement is 3,165,000 barrels each 12 month period excluding the initial fill. The solicitation will be issued on or about the September 06, 2011. This procurement will be unrestricted. The solicitation will be published electronically on the FedBizOpps website https://www.fbo.gov. A Lowest Price, Technically Acceptable Source Selection procedure will be used in this procurement.
