Description
The National Strike Force Coordination Center intends to purchase eight (8) Temporary Storage Devices with the following characteristics: SALIENT CHARACTERISTICS 1. Must be a commercial off the shelf product currently in production. 2. Quick & easy to deploy from box or net into the water. (Provide deployment procedures.) 3. Easy to decontaminate and/or dispose of. 4. Easy to maintain & repair. (Provide maintenance and repair procedures.) 5. Shallow water capable. (Max draft 10 feet). 6. Capable of being able to be dragged over rock and beach (possibly coral). 7. Compact storage and lightweight, with a maximum footprint of seven feet by nine feet. (Maximum size aluminum container: 100 in X 75 in X 66 in with four-directional forklift slots.) 8. Capable of being towed from alongside a vessel at three knots. (Must include a means of securing/cinching the device to the hull of the vessel while in transit.) 9. Capable of being towed from astern at five knots with a maximum bollard pull of 6,000 pounds. (Must include an appropriate towing assembly that includes: towing bridle and 150FT of 1 inch nylon double-braided line.) 10. Capable of being towed safely by 18 foot RHI or small workboat using a 175 HP outboard motor. 11. Capable of being connected / linked with multiple TSDs together in a train or rafting at anchor alongside. 12. Design Life Span 20 years. 13. Durable, abrasion resistant (bottom/sides), high tow tensile strength. (Provide fabric sample(s) and test data provided by manufacturer.) 14. Navigation Lighting & visible coloring. (Requires compliance with navigation lighting standards.) 15. Easy to fill, offload or decant recovered product (e.g. low or high viscosity fuel oils or emulsion) using one (for the smaller 50 m3size) or two (for larger 100 m3. size) CCN150s or DOP 250s pumps lowered into the storage device from the top. For offloading operations, this includes prevention of sucking fabric into pump. (Standard hatch cover provided must be 25 in inside diameter.) 16. Safe to walk on when afloat and when full or empty. Includes requirement for reserve buoyancy such that device remains afloat when filled with product of density 1.02 g/cc. 17. Is UV and Hydrocarbon resistant and resistance to wicking through reinforcing scrim (fabric, adhesive, seams). 18. Has heavy duty tie off & anchoring points ("d" rings) that can handle up to seven knots flood current such as experienced on the Columbia River. 19. Can be used in the following operating environment: -20 degrees F to 120 degrees F temperatures; 0 to 100% humidity; 30 knot wind load; seas up to 6 foot significant waves and 10 foot swells; uniform ice load ½ pound per square foot on all surfaces. Capable of storage of recoverable product temperatures up to 135 degrees F. 20. Salt air and seawater resistant. 21. For storage devices that use inflation chambers to maintain stability and reduce stowage size and weight: the device must remain afloat when full after one chamber is punctured. 22. Capable of handling minimum 800 gallons per minute fill rate. 23. Has flow/fill-monitoring device. First article testing to demonstrate compliance with salient characteristics shall be required prior to acceptance. PREPARATION FOR DELIVERY AND ONBOARD STOWAGE Packing: Packing and packaging shall be in accordance with good commercial practice to ensure safe delivery to each Strike Team. The overall stowage container must be conform to the TSD stowage containers standards that are in place for placement on board 225-foot USCG buoy tenders. Packaging must be capable of: (1) Being airlifted by a USCG HH-60 Jayhawk (with operational lifting capacity of 4000 pounds) and transported by a USCG or DOD C-130 aircraft. (2) Being lifted by a forklift, chainfall and shipboard crane. (3) Being tied down inside the stowage space using steel chains, cables, gripes and come-a-longs. (4) Resisting ocean saltwater intrusion and corrosion. (5) Protecting equipment from moving about during heavy seas. (6) Facilitating quick deployment of the all equipment within one hour. Boxes containing multiple components must contain the same information required below and the number of individual components contained within. 4x4 timber pieces will be provided as dunnage to keep boxes and palletized cargo off the deck and facilitate stowage around deck manhole covers. Marking: Interior and exterior containers shall be marked in accordance with MIL-STD-129. Barcoding of the item's National Stock Number* (NSN) or USCG Engineering Logistics Center's restocking item number shall be marked on each individual package. Printed precautions for the full protection as well as procedures for the deployment, recovery and maintenance of the equipment shall be prominently displayed. Training and Demonstration: Upon delivery to each Strike Team, the contractor shall provide initial deployment, recovery and preventative maintenance training to the new crew and maintenance contractor demonstrating the effective operation, maintenance and stowage of all components. This training may be done at each Strike Team or at a central location at the OHMSETT facility in Leonardo, NJ.
