Description
DLA Maritime Norfolk has identified a continued need for labor and logistics support which will be advertised under solicitation SP3300-11-R-0013. The scope of this requirement includes all supervision, labor, material handling equipment, fuels, organic transportation, and travel to perform supply management, administrative functions, receipt processing, storage and warehousing, and the issue and delivery of material. DLA Maritime Norfolk's primary mission is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, stock readiness, issue processing, packaging, and distribution in support of corporate shipyard customers including the Norfolk Naval Shipyard and Naval Station Norfolk. Additionally, DLA Maritime Norfolk performs clerical and technical support, requisition processing and specific information check requirements. Finally, the efforts to support the mission at DLA Maritime Norfolk my require travel to off-yard sites to provide labor and logistics support. These locations include: Bahrain; Naval Air Station Coronado, CA; Portsmouth Naval Shipyard, Portsmouth, NH; Puget Sound Naval Shipyard, Bremerton, WA; and Pearl Harbor Naval Shipyard (Oahu, HI). The estimated period of performance for this requirement consists of a one year base period and two one year option periods. The actual Period of Performance (PoP) dates are as follows: PoP Dates Base Year* 1 November 2011 through 30 October 2012 Option Year 1 1 November 2012 through 30 October 2013 Option Year 2 1 November 2013 through 30 October 2014 *includes 30 day phase-in This requirement has been offered to the Small Business Administration's 8(a) program providing for full and open competition after the exclusion of sources per the authority at FAR Part 19.805, Competitive 8(a). Additionally, the policies and procedures at FAR 15, Contracting by Negotiation, will be used for the evaluation of offeror's proposals and selection of the proposal representing the best value to the Government. It is anticipated that contract award will be made during October 2011. The NAICS code and Size Standard are 493110 and $25.5 million, respectively. There will be no advance notification of amendment/modification/solicitation issuance.
