Description

REPRESENTATIVE PAYEE SERVICES TO HOMELESS, MENTALLY ILL BENEFICIARIES FOR WEST LOS ANGELES HEALTHCARE SYSTEM Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. This Request for Information is to seek Prospective Contractors with GSA FSS Contracts and Non-GSA contractors are also welcome to participate and will only be considered if there are no GSA Contractors meeting the minimum qualification stated below. Department of Veterans Affairs, Greater Los Angeles Healthcare Systems (VAGLAHS) is requesting information for Representative Payee Services for Veteran patients who participate in the VAGLAHS Comprehensive Homeless Program/Dual Diagnosis programs. Contractor is to provide both case management and payee services to participants. Contractors shall work with participants to set goals and monitor progress toward those goals. Contractor shall also assist in the development of participants' budgets and receive and deposit all funds and shall disburse funds. They shall maintain all participant ledgers and reconcile participant accounts with bank document. Payee/case managers shall liaison with the local SSA office and the DVA Fiduciary. They shall assist the compilation and data necessary to evaluate the effectiveness of the project. Payee shall work, in conjunction with participants, in the development of participants budgets, receive and deposit all funds and shall disburse funds. They shall maintain all participant account ledgers and reconcile participant accounts with bank documents. Payee shall liaison with the local SSA office and the DVA Fiduciary. They shall assist in the compilation of data of data necessary to evaluate the effectiveness of the project. SSA can authorize certain types of organizations to collect a fee from a beneficiary's monthly payment for providing representative payee services. THe Social Security refers to these organizations as "fee-for-service" (FFS) representative payees. To qualify as a FFS payee, your organization must be a: 1.State or local government agency with responsibility for income maintenance, social service, health care, or fiduciary duties; or 2.community based, nonprofit social service organization that is bonded (see FFS payee? for bonding requirements) and licensed (providing licensing is available) in the state in which you serve as a payee. In addition, the organization must: 1.regularly serve as a payee for at least five beneficiaries; and 2.not be a creditor of the beneficiary; and 3.submit a SSA-445 application to collect a fee to SSA; and 4.be authorized in writing by SSA to collect a fee.
