- NASA/GSFC has a requirement for 12 Months maintenance and support on the STR4760GPS Simulator system, SN 2091 and 2092; 12 months maintenance and support on STR4760 GPSSimulator system, SN 2141 and 2142; 12 months maintenance and support on STR4760 GPSSimulator system, SN 2043 and 2158; 12 months maintenance and support on GSS7750 L5Simulator system, SN 2273; 12 months maintenance and support on STR4500 GPS Simulatorsystem, SN 1330 and 12 months maintenance and support on STR4500 GPS Simulator system, SN1095. NASA/GSFC intends to purchase these services from Spirent Federal Systems only. Thesesimulators were manufactured by Spirent Federal Systems specifically to satisfy Goddardrequirements and are dedicated systems that provide Goddard with capabilities unique tothe space craft design industry. Spirent Federal holds patents and copyrights on theirhardware and source code. These are proprietary and not available to NASA. SpirentFederal Systems is thus the only qualified source to currently provide technicalmaintenance for the Goddard 64-channel on-orbit position, attitude and time GPS SimulatorSTR4760 as well as the STR4500 transportable GPS simulator.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 22, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
