- The US Army Contracting Command Picatinny Arsenal, Picatinny NJ on behalf of Benet Laboratories intends to award a sole source contract with High Energy Metals, Inc., 293 Business Park Loop, Sequim, WA98382-9423. The NAICS Code for this acquisition is 332812 and the small business size standard is 500 employees. The contractor shall provide engineering, procurement and quality control services that are necessary for the acquisition of four (4) refractory functionally graded/graduated material gun barrel donor tubes. The contractor shall also explosively bond the donor tubes to the bores of a M242 25mm cannon tube section with a high quality metallic bonds. The lined barrel sections will be shipped to Benet Labs. Eight coupon end sections of each of the four refractory tubes shall be cut prior to bonding and sent to Benet Labs. Rifling of the barrel section is not required. The objective is to understand the bond quality of four (4) functionally graded/graduated liners that are explosively bonded onto four (4) separate M242 gun barrels sections. An additional objective is to evaluate alternate functionally graded/graduated refractory materials that increase erosion resistance and lower liner production costs. AUTHORITY: This acquisition is being conducted using simplified acquisition procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Government holds the right to award without discussions. The closing date for this synopsis is 22 July 2011 16:00 Eastern Standard Time. The anticipated award date is 5 August 2011. (HEMI) because they are the only known suppliers of services to explosively bond large diameter cylinders into larger cylinders. Only HEMI is known to have the skills, experience, expertise and equipment required to bond a thick walled refractory liner into the internal diameter of a large diameter cannon tube. HEMI has the unique capabilities to bond these large and unique material structures to the critical level of quality required. These unique capabilities allow HEMI to prepare and conduct the bonding operation correctly.
