- This is a Pre-Solicitation Notice for Aviation Safety and Accident Investigation Training Services for the U.S. Coast Guard, Request for Proposal (RFP). The U.S. Coast Guard intends to establish one, firm-fixed price, five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure Aviation Safety and Accident Investigation Training Services for the U.S. Coast Guard (USCG), Office of Safety and Environmental Health. All services and deliverables shall be in accordance with the corresponding Performance Work Statement (PWS). The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $7,000,000. This requirement will be a small business set-aside. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12. This Pre-Solicitation Notice is issued for planning purposes only. This requirement is for Aviation Safety and Accident Investigation classroom and lab training. The solicitation will consist of five (5) CLINs for each year of the contract for the aforementioned Aviation Safety and Accident Investigation Training Services. Additionally, each CLIN contains six respective sub-CLINs, one sub-CLIN for each course as outlined in the PWS. This effort requires the Contractor to make available the following Aviation Safety and Accident Investigation courses tailored to USCG aviation personnel: Human Factors in Accident Investigation Course for up to 30 people; Aircraft Accident Investigation Course for up to 30 people; Gas Turbine Investigation Course for up to 30 people; AVENG Accident Investigation for up to 30 people; Safety Management Systems Course for up to 30 people; and Investigation Management Course for up to 30 people. Under this procurement, only one vendor will receive award. The IDIQ contract minimum guarantee is a total of one course. This Pre-solicitation Notice does not constitute a Request for Proposal. Nor does its issuance restrict the U.S. Coast Guard's acquisition approach in any manner. A solicitation for this requirement will be posted on or around 18 July 2011.
