- The Department of Veterans Affairs National Cemetery Administration Construction Support Division has a requirement for M&R Construction Project Control No.: 912-MR11-002, Design/Construct Project for Replacement of Section of Storm Water System and Associated Erosion, at the West Virginia National Cemetery, Route 2, Box 127, Grafton, WV 26354. Contractor shall provide labor, equipment, material and supervision necessary to provide a complete design package and resultant necessary technical expertise, labor, equipment and material to replace the damaged section of the storm water system at the base of the existing retaining wall located below Committal Shelter 2, and repair all erosion resulting from the recent collapse. The estimated magnitude of the cost range is between $100,000 and $250,000. A 20% Bid Bond must be submitted with your bid if it exceeds $100,000. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). CONTRACTORS. NOTE: At least 25 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. The number of employees must be reflected correctly in Contractor Central Registration (CCR) and Dun and Bradstreet reports. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to award of any contract. Contractors must register at www.ccr.gov; https://orca.bpn.gov; and https://vets100.vets.dol.gov to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. The North American Industrial Classification Standard (NAICS) code is 237990 with the small business size standard of $33.5 million. Solicitation VA-786A-11-IB-0058 is to be posted on FEDBIZOPPS website (www.fedbizopps.gov) o/a August 1, 2011, with bids due o/a August 31, 2011. Paper solicitation will not be issued. Contractors must obtain solicitation and amendments (if issued) from this website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to time for bid opening or with their sealed bid.
