Description

PRE-SOLICITATION NOTICE FOR CONSTRUCTION PROJECT TO INSTALL COLUMBARIUM NICHES AND PROVIDE NICH COVERS AT THE FORT McPHERSON NATIONAL CEMETERY IN MAXWELL, NE (PROJECT NUMBER 890CM3008) The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-11-IB-0055 for the following: the demolition, removal, and relocation of existing features and earthwork; the furnishing of all labor and materials to perform work for fill and grading; the construction of a new on site storm drainage system; and the installation of 1,000 niche columbarium units as required by drawings and specifications. The contractor shall also provide 1,200 columbarium niche covers as required by the plans and specifications specifically noted on the contract drawings and described herein and other specific task as further defined by the Invitation for Bid (IFB). DESCRIPTION OF PROJECT: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids for the project under Solicitation Number VA-786A-11-IB-0055 for the following: General Construction: All work shown on the plans and described in the specifications and scope of work including but not limited to: 01-Demolish and remove of existing surface features and earthwork; fill and grade; construct storm drainage piping and appurtenances, installation of Columbarium niches and niche covers, as required by the plans and specifications specifically noted on the Contract Drawings. 02-Provide 1,200 columbarium niche covers as required by the plans and specifications specifically noted on the Contract Drawings. MAGNITUDE OF COST: Between $500,000 and $1,000,000. CONTRACT DURATION: Performance period is estimated to be no more than 360 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 237990 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 14 to a responsible and responsive service-disabled veteran-owned small business responding to this solicitation. The bidder must be registered and CVE verified as a Service-Disabled Veteran-Owned Small Business with the Department of Veterans Affairs' VetBiz registry at http://www.vip.vetbiz.gov. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation For Bids (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about July 29th, 2011. Last day for questions for this solicitation is 12:00 noon (EST) on August 15th, 2010 and must be submitted in writing to Adam Spacht at Adam.Spacht@va.gov. The Government will not be responsible for receipt of the questions. Contractors may follow up by phone or email to insure receipt of questions.
