- Construction Project No. 656-317, entitled 'Expand & Reno Wards, B49-1 & 49-2'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 236220, along with size standard $33.5 million applies. The procurement is entitled 'Expand & Reno Wards, B49-1 & 49-2' at the St. Cloud VA Health Care System, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to expand and renovate Building 49 which will include in-filling the back portion of Building 49, increasing the existing building footprint from 16,000 sf to 19,000 sf. The in-fill will include expansion of the building's footings, adding space to all floors and including the crawl space, basement, and first and second floors. Renovated and expanded areas are to include new/updated HVAC systems, electrical, plumbing, data, phone and other communications. Contractor to ensure coordination with Building 49 Ground Source Heat Pump & Well Fields Project. Scheduling of demolition and/or installation of new and/or existing HVAC equipment shall be done in accordance with all plans and specifications. Work is to be completed in accordance with the contract drawings and specifications. There are four (4) bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 720 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $5,000,000 and $10,000,000.00. All questions must be submitted in writing, telephone calls will not be returned. The solicitation will be issued on/about July 29, 2011. A pre-bid meeting/walkthrough is scheduled for August 11, 2011 at 1:00PM CT in our Auditorium (Building 8), attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on August 29, 2011. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
