- Service Contracting Act Wage Determination Chugach Ranger Drawing Chugach Ranger Photograph Experience and Capability Questionaire Marine Survey and Seaworthiness Evaluation Schedule of Items 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is AG-0116-S-11-0117 and the title is M/V Chugach Ranger Maintenance and Inspection this solicitation is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. 4. This is a small business set-aside with an associated NAICS code of 336611 and small business size standard of 1,000 employees. 5. Schedule of Items: Line Description Price 1. Provide crew including 100T USCG license mariner to pilot M/V Chugach's to haul out facility, perform marine survey sea trials, and return to US Forest Service dock in Petersburg, AK 2. Haul Boat out of water 3. Dailey haul out rate 4. Anchor Line out 5. Pressure wash hull 6. Remove Fixed Ballast 7. Bilges empty and cleaned 8. Remove and reinstall propeller 9. Expose Cutlass Bearings for inspection 10. Remove and inspect 8 fasteners per side below water line as determined by USCG-MSD (US Coast Guard Marine Safety Detachment) then install replacement planks and fasteners. 11. All Sea Valve fittings out and displayed for USCG-MSD 12. All spaces opened for internal structural examination 13. Paint hull with anti-fouling paint (after USCG-MSD inspection) 14. Install new zinc anodes 15. Refloat vessel Optional Item 1 16 Provide Marine Surveyor to accomplish work listed on attached: Marine Survey and Seaworthiness Evaluation. Optional Item 2 17 Replace four deck planks, 6 to 10 feet long, provide repairs in front of pilot house on an area of approx one foot by two feet. All lumber for shall be seasoned Douglas Fir, surfaced on four sides and shall not exceed a moisture content of 19 percent.  1. Statement of Work a. Scope Service to Haul 61 foot boat out of water and prepare boat for USCG Marine Safety Detachment inspections in accordance with NVIC 7-95. Upon completion of inspection, replace hull planks, repaint hull of the boat, replace zinc anodes and re-float boat. Contractor (shipwright) develops separate report "Conditions Found Items" discovered during this haul out. Perform Marine Survey of systems evaluation in accordance with Optional Item One if USCG-MSD finds vessel seaworthy. Perform repairs in accordance with Optional Item Two if determined to be cost effective. The decision to exercise optional items will be made while boat is hauled out on contractor facility. b. Background (1) These inspections are scheduled every five years with the USCG Marine Safety Detachment, District 17, Juneau, Alaska beginning at the tenth year. (2) The M/V Chugach Ranger is a 61 foot, wooden crew vessel designed by Spaulding & Associates and constructed in 1927 by Olathe Enterprises Seattle, Washington. M/V Chugach Ranger's main propulsion is a GMC 671 Diesel engine and the vessel is equipped with one 8 kw, Northern Lights Generator. This vessel sleeps six plus skippers accommodations in the wheel house. This vessel has a full galley which is outfitted with a Dickenson oil stove, refrigerator and other appliances. (3) This wooden boat underwent an extensive rebuild in 1998. These inspections are scheduled every five years with the USCG Marine Safety Detachment, District 17, Juneau Alaska beginning at the tenth year. Marine Survey service is scheduled every ten years to assist in maintaining this vessel. (4) M/V Chugach is currently at the vessel's home port of Petersburg, AK. c. Objective (1) Perform annual general hull maintenance (pressure wash, hull repaint, replace zinc-anodes). (2) Prepare vessel for USCG Inspection. As identified in item of schedule 1 through 11. (3) Marine Surveyor evaluation of onboard systems. Reference OPTION 1. (4) Contractor (Shipwright) identify complete condition and detailed list of repairs needed as identified during haul out. 2. Additional Criteria Reference schedule of items above. The USCG MSD inspection cannot occur until the boat is prepared for inspection. Marine Survey System checks requiring in-water testing will be performed following vessel refloat and USCG seaworthiness determination. (1) All work will be completed in accordance with Navigation and Vessel Inspection Circulars (NVIC 7-95). (2) Apply two coats of finish paint in accordance with NVIC 7-95, and made of "Z- Spar Gloss White," One part paint cut with 2 parts Interlux flattening agent or approved equal. b. Government furnished property (1) Vessel maintenance and repair history. (g) (2) Drawings available on request (g). c. When should performance start? September 1, 2011 or as negotiated d. When should performance end? November 1, 2011 or as negotiated (1) Contract administration functions. Contractor responsible to identity point of contact in writing. 3. Pre-work Conference Will be conducted at the contractor facility and includes USCG MSD representative. 4. The provision "52.212-1 Instructions to Offerors-Commercial Items" applies to this acquisition supplemented that your offer must include: a. Priced Schedule of Items. b. Completed Experience and Capability Questionnaire (attached) or clearly written resume with the same information. At a minimum this submittal should address Evaluation Criteria list below. c. The provision "52.212-2, Evaluation-Commercial Items", applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision, are as follows: a.
