- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 05-53. The USDA Natural Resources Conservation Service in New Mexico intends to award a firm fixed price contract, one base year and four option years, to a small business capable of providing a market analysis in accordance with the Statement of Work for the Grassland Reserve Program (GRP) in the State of New Mexico. This is a Total Small Business Set Aside. The applicable NAICS code is 531320 with a business size of $2.0M. The Area-wide Market Analysis (AWMA) must be performed in accordance with the Statement of Work provided in this solicitation. Preparation of Offers In order to receive complete consideration for award of a contract, prospective contractors are requested to submit quotations consisting of the following: • Completed and Signed STANDARD FORM (SF) 1449 (one original signed copy) • Written Narrative as described in Evaluation - Commercial Items • Acknowledgment of all Amendments on Standard Form 30, (If applicable) • Completed and signed BID SCHEDULE • Completed REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS OF OFFERORS • Provided DUNS number on the front of SF 1449 Submit offers to USDA-NRCS, Attention: Bridget B. Howell, Contracting Officer, 6200 Jefferson Street NE, Suite 305, Albuquerque, NM 87109. Electronic submission of offers is acceptable. Offerors are responsible for obtaining confirmation of the receipt of electronically submitted offers. Offers are due by 4:30 PM MST on Friday, July 29, 2011.
