- NASA/DFRC intends to issue a revised statement of work to incorporate a pricedengineering change (Not-to-Exceed $300K) to the NASA SOFIA B747SP Flight ManagementSystem (FMS) upgrade awarded under contract number NND11AN98C to ASB Avionics, Mojave,CA. The contemplated changes are the result of the technical interchange meeting (TIM)and discussions held during the preliminary design review (PDR) conducted between theGovernment and Contractor. The revised requirement shall incorporate the followingrevisions to the technical requirement: 1) Design and installation of an ASB proprietaryHF Shunt Antenna; 2) Incorporate a revised video converter/switch; and 3) Incorporationof a XM weather receiver and antenna. All changes are considered to be within thegeneral scope and intent of the original FMS upgrade requirement and shall beincorporated into the systems design prior to the scheduled critical design review (CDR)scheduled for August 2011. Authority for the revised requirement is FAR 6.302-1 Onlyone responsible source. Justification is based upon the following facts: 1) ASBAvionics was competitively awarded the base requirement to design and integrate theoverall FMS upgrade system for the NASA SOFIA B747SP aircraft.Award of the contemplatedchanges to any other Contractor would likely result in: a) Substantial duplication ofcost to the Government that is not expected to be recovered through competition; b)unacceptable delays in fulfilling the agencys requirements; and c) design andintegration issues resulting from having multiple contractors attempting to collaborateon systems development issues.In addition to the above, the incorporation of the HFShunt Antenna demonstrates a unique and innovative concept only available from ASBAvionics while the revised video converter/switch and incorporation of a XM weatherreceiver and antenna are considered to be minor technical changes. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 25, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
