Description
The Executive Office of the President (EOP) is issuing a Request for Information pertaining to business information. This market survey is being done to identify sources interested in providing on-line sources which uses the Web/Internet to deliver comprehensive company, executive, and industry information concerning domestic and international companies, both publicly and privately held. A copy of the DRAFT Statement of Objective/Specification is available electronically upon request to Ms. Gelila Teshome at gteshome@oa.eop.gov. This is not a solicitation announcement for proposals and no contract will be awarded from this request. Interested parties shall provide capability brochures, product description information and comments and questions to the Draft Specification/Statement of Work. The response should indicate technical and contracting points of contact and the size of the business. Interested parties shall also provide answers to questions developed by the Executive Office of the President to improve the understanding of this requirement and industry capabilities. The questions will be provided electronically along with the Draft Statement of Objective/Specification. This request for information in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information or materials provided. All information provided becomes The Executive Office of the President's property and will not be returned. All information must be emailed to Ms. Gelila Teshome. Information must be received by 10:00 AM Eastern Standard Time, July 29, 2011 to be considered.***** 1.0 Purpose: Procurement of a commercially available on-line source which uses the Web/Internet to deliver comprehensive company, executive, and industry information concerning domestic and international companies, both publicly and privately held. 2.0 Scope: The Library and Research Services needs to provide business information to the Executive Office of the President (EOP) staff at their desktops via the EOP intranet. This information includes financial reports, company histories, and executive biographies and board; as well as industry and market information to aid in economic research. Business, financial, and executive news and data should be updated on a daily basis, but access to prior year information is also needed. This information needs to be easily searchable by all levels of staff, and the search results need to be presented in a format that is easily used by the staff. 3.0 Period and Place of Performance: September 1, 2011 to August 31, 2012, with four 12- month options. 4.0 Background: The Executive Office of the President (EOP) Library procures commercially available on-line information databases for the use of EOP staff thru the EOP intranet. The information is used to support the mission of every office in the EOP, so it must be complete, accurate, and up-to-date. The content must be easily accessible to all levels of staff using a web browser on a PC or other electronic device. 5.0 Performance Objectives: 5.1 ACCESSIBILITY AND USER SUPPORT 5.1.1 Desired Outcome/end-Result: Information must be available to EOP staff from their workplace at all times. EOP staff should have access to search support. Library staff should have access to technical support and other tools needed to monitor performance. 5.1.2 Performance Standard/Minimum Acceptable Quality Level: Information must be available to EOP staff 24/7 via the web using IP recognition. The vendor must be able to deliver search results through the EOP firewall in a useful format. Training documents and search support must be accessible to Library and general staff at all times. Technical support must be available to the Library staff. Usage statistics must be available on a monthly basis. 5.2 CONTENT 5.2.1 Desired Outcome/end-Result: Access to up-to-date information about public and private companies, industries and financial markets in a searchable format. Archival financial information is strongly desired. 5.2.2 Performance Standard/Minimum Acceptable Quality Level: Textual and financial information on companies including company history, business description, Dun and Bradstreet (D-U-N-S) number, executives and corporate officers, including legal staff, board members, geographic locations, subsidiaries, corporate family trees, financial reports, news from mainstream wires and news sources, legal actions, market ratios, annual reports, analyst reports on company and/or risk score, Securities and Exchange Commission filings, industry and market information. News and legal information on companies and people updated daily. Other information should be updated at least once a week as needed. 5.3 SEARCH INTERFACE 5.3.1 Desired Outcome/end-Result: The search interface must be usable by all level of staff and capable of delivering results that can be sorted or formatted to meet staff needs. 5.3.2 Performance Standard/Minimum Acceptable Quality Level: The search interface must have both basic and advanced features, which may include keyword, Boolean and proximity searching. It should allow searching of targeted fields, such as business name, executive name, North American Industry Classification System (NAICS) and/or Standard Industrial Classification (SIC) code, and location. Keywords and personal names should be searchable across records in the entire platform. The ability to sort the search results is necessary. 6.0 Operating Constraints The database must be accessible via the Internet, using the EOP network.
