- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFQ) and the reference number is W9124Q-11-P-MALLINA. The Offeror must be an authorized dealer and must quote on all or none basis. Written proposals are required (oral offers will not be accepted). Submission of proposals must be in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items. The Center for Countermeasures at White Sands Missile Range has a requirement to purchase a MALLINA UV LED 180, battery pack, software, and tripod system. The MALLINA UV LED 180 is designed to stimulate the Missile Warning System (MWS) on U.S. military aircraft, by simulating the ultra violet signature produced by Man Portable Air Defense Systems (MANPADS). The Center for Countermeasures, uses the Mallina in the testing of MWS, and during War fighter training exercises in order to provide a realistic threat scenario for military pilots, and warning systems. Please see attached description list for further details of the requirement and equipment description. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the best value for the Government and conforming to the solicitation the most advantageous to the Government. Please include CAGE Code, DUNS, Tax Identification Number, FOB Destination, and Discount Terms. Availability and how long it will take to effect shipment, delivery and installation of equipment. This is a full and open competition. The NAICS Code is 336413 and the size standard in number of employees is 1000. The item(s) needed are: CLIN 0001MALLINA, UV LED 180 CLIN 0002Battery Pack CLIN 0003Software MalCom CLIN 0004Tripod System BRAND NAME OR EQUAL SYSTEM. **See minimum specs and salient characteristics; attachment to the synopsis/solicitation BRAND NAME OR EQUAL: SEND SPECS AND PICTURES WITH BID. "Or Equal" submissions must include sufficient information to allow a complete technical review. "Or Equal" proposals that do not include sufficient technical information will be considered non-responsive and will not be considered further for award.
