Description
This is a request for information (RFI) only. This is not an Invitation for Bids (IFB), Request for Quotations (RFQ), or Request for Proposals (RFP). The US Government is seeking sources to provide encrypted removable storage media for the fire control system on a tracked combat vehicle. The media is to provide the fire control central computer system memory and mass storage to support storage of initialization data, fire mission database information, software adaptation data, maintenance log files, and configuration information. The media must easily mount to and dismount from the fire control central computer. Background: Current mass storage associated with ground combat vehicles is typically a part of the central computer, posing complexity primarily due to security and information assurance issues. Generally there is data that is kept in non-volatile memory because it is not highly sensitive and the time required and potential for errors to be introduced during loading outweigh the need for securing it. However, this data is vulnerable to malicious activity. More sensitive data is kept in volatile memory and must be reloaded every time power is cycled. This represents both an operational burden and a potential for compromise, as the data must be kept in the vehicle in some form in case there is a power cycle during combat operations and the data must be reloaded without access to information unavailable to the crew. There is a further requirement that the crew be able to purge the data to avoid compromise. Army and DoD policies are documented in DoD Directive 8500.01, AR 25-2 Information Assurance (IA), and AR 25-1 Army Knowledge Management and Information Technology. Program Objective: The Army seeks to explore the potential for protecting all the data used by ground combat vehicles by providing for the data to be contained in some form of encrypted removable mass storage media. The media would have to be rugged (military specifications). This would allow all data to be secured when the vehicle is not operational and a single step would serve to purge all data, avoiding compromise. It is anticipated that a custom mount for the mass storage media will need to be designed as well. This mount will need to handle power and computer interface requirements for the media and will serve to protect the media and the computer during mounting, operations, and dismounting. It is desired that the mass storage media should offer significant improvements in security, reliability, and/or cost as compared to currently fielded mass storage. It is desired that space and weight of the media and mount be minimized. Unit Capabilities In order to be of interest, the removable mass storage media should meet the following criteria: 1) Have a minimum formatted capacity of not less than 20 GB. 2) Use an Error Detection and Correction (EDC) scheme of sufficient ability to realize a corrected bit-error rate less than or equal to 1 failed bit per trillion bits read/write. 3) Provide for NSA-approved purge of all data on the mass storage device when inserted into the computer or when standing alone with no external power. 4) Provide random access for all data. 5) Employ bulk data encryption to the DoD / Army standards stated above. 6) Interface with the fire control central computer via a non-proprietary high speed data bus. 7) Perform to standard while mounted in a tracked combat vehicle and while experiencing the various environmental conditions documented in MIL-STD 810G. 8) Meet the requirements and intent of DoD Directive 8500.01, AR 25-2 Information Assurance (IA), and AR 25-1 Army Knowledge Management and Information Technology. 9) Detect nuclear events and use the detection to circumvent or prevent loss of critical data. Response Guidelines: Vendor responses are limited to 10 written pages and should be made by e-mail. The information submitted should include: 1) Description of the company's past and current relevant performance in removable encrypted storage media, particularly highlighting any ground vehicle mountings. 2) Approach for providing a compliant removable storage media, including proposed designs that would allow the media to function in the harsh environment, particularly if exposed to the elements while being mounted, dismounted, or stored. 3) Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost points of contact information Responses: Interested firms who believe they are capable of providing the above mentioned items and that possess a required SECRET clearance, are invited to indicate their interest by providing: a) Company name, company address, overnight delivery address (if different from mailing address), Cage Code, point of contact, e-mail address, telephone number, fax number; b) Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc...) c) Affirmation of cleared personnel All responses shall be unclassified. All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. The closing date for this RFI is 15 AUG 11. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
