Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of performing an analysis of fatty acid profiles during weight loss in rodent and human models. Weight loss is inherently linked to the consumption of stored fats. A potential concern is that, at least initially, this consumption may be preferentially biased towards the consumption of unsaturated fats as opposed to saturated fats. This could have potentially important public health consequences, as acute weight-loss then might represent a period of enhanced exposure conditions that favor development of arthrosclerosis or other physiological aberrations. The above concern will therefore be directly tested in both rat and human models of weight loss. The specific working model tested will be that the sera/plasma lipid fractions will shift to having an increased representation of those species having saturated versus unsaturated fatty acids. This working model will be evaluated by formally testing the null hypothesis that there will not be a continuous relationship between the number of unsaturated bonds in the individual triglyceride species that comprise the individual lipid species in either rats or humans on calorie restricted diets. Secondary hypotheses will address whether duration of restriction affects pool composition and changes in the individual fatty acids that comprise the specific lipid sub fractions, where such are distinguishable in the context of intact lipid analysis. The contractor must have the following capabilities and resources to conduct this analysis: (i) A high resolution mass spectrometry (2 ppm or better) analytical platform capable of broadly profiling lipids from different classes with sensitivity, structural elucidation (e.g, make-up of specific side chain components of at least 80% of various lipid fractions), and quantitative robustness (e.g., CVs <20% analytically for compound exemplars); (ii) Informatics personnel/platform capable of working with this data; (iii) a minimum of 200 samples from an animal model (rodent or higher, both males and females) fed differing amounts (ad libitum to 40% caloric restricted and at least two intermediate amounts) and durations of a fixed diet (from at least 1 week to at least eight weeks) to examine the hypothesis under tightly controlled conditions; and, (iv) samples from a sufficiently large human trial (>150 individuals, including both males and females) to enable follow-up studies in a more diverse population. Ideally such a human study would be sufficiently long-term (2 years or more, with multiple time points) and sample rich to allow further follow-up studies if warranted. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above.
