- Description
- The U.S. Department of Education (ED), Policy and Program Studies Services (PPSS) in the Office of Planning, Evaluation, and Policy Development (OPEPD) anticipates the release of the subject solicitation on or about August 1, 2011. PPSS has the responsibility to provide ED officials with short-term evaluations and policy analyses of federal elementary and secondary education programs in support of No Child Left Behind (NCLB). In 2006, PPSS was tasked by the Secretary to create a new website called Doing What Works (DWW) that features research-based practices, generally generated by the What Works Clearinghouse Practice Guides, and provides concrete information to teachers, administrators, and professional developers on how best to implement those practices. The purpose of this contract is to 1) develop new content for the site, based on new topics and/or additions to existing topic areas; and 2) initiate dissemination and outreach to encourage use of the site, and support utilization of the site content, especially by entities and individuals supported by Title II funds. During the performance period the contractor shall: 1. Meet with ED to initiate the work. Connect with the existing contractors to the extent necessary to ensure a smooth transition. Provide monthly progress reports. 2. Add three sets of content in each of the performance and option periods, to the existing DWW website, either new topics based on Institute of Education Sciences (IES) Practice Guides or other similar reports, or additional information to amplify/expand existing topics. 3. Manage competitions for a series of Implementation Awards, for schools, districts, non-profits, universities, or other technical assistance providers to use DWW content and evaluate its impact on professional development practices. Provide support for the Implementation Awardees as appropriate. 4. Maintaining and analyze user statistics, write interim and final evaluation reports, conduct user surveys and analyze and summarize all other evaluative information regarding the DWW site and use of content. 5. Provide ongoing support for utilizing DWW content, such as by Comprehensive Centers, Regional Education Labs, program offices within the U.S. Department of Education, and national, state, and regional entities, as appropriate. 6. OPTIONAL TASK. Build and support online Communities of Practice. This contract will be awarded with the following performance periods: One 18-month base performance period and three 18-month option periods, with the following schedule: • Base performance period: Month 1-month 18 • Option period 1: Month 12-month 30 • Option period 2: Month 24-month 42 • Option period 3: Month 36-month 54 (total possible = 4.5 years)
