Description
The Mission and Installation Contracting Command (MICC), Mission Contracting Office (MCO)-Fort Eustis is releasing a Request For Proposal (RFP) that is set aside 100% for competition among small businesses to provide functional analysis, design, and testing support services to the Combined Arms Center-Training (CAC-T), Army Training Support Center, office of the TRADOC Capability Manager-Army Training Information System (TCM-ATIS) located at Fort Eustis, VA. The Combined Arms Center-Training (CAC-T), Army Training Support Center, office of the TRADOC Capability Manager-Army Training Information System (TCM-ATIS) has responsibility for the mission to oversee the Army Training Information System (ATIS) Enterprise and Army Training Information Architecture (ATIA) applications as well as the work efforts required to support the Army Training Information System (ATIS). The PWS requires the contractor to support system continuity of service with architecture analysis, design, test, training and customer support that will be used for development and maintenance consistent with the Department of Defense Architecture Framework (DODAF); provide applications design, development, and maintenance; functional help desk support; and system-engineering services. Today, there are multiple training information applications developed over time to satisfy specific mission training requirements. The Army vision is to move to a network-centric, knowledge-based environment, supported by integrated digital and collaborative capabilities. The Army is establishing an Army Training Information System (ATIS) to help achieve the envisioned environment. The ATIS is a formal Army Program of Record being established to facilitate the integration and synchronization of Army training information systems, consistent with the Army Training Strategy and the Army Campaign Plan, Major Objective 4-3 (Deliver Training Support). Fully implemented, ATIS will provide enterprise services that perform transparently for the Soldiers, leaders, and civilians using its capabilities. ATIS serves as the foundation for standardization and interoperability among the components that make up the various training information management systems to provide a common view of training. The performance objective and operational outcome of this capability is to provide Soldiers, leaders and civilians the ability to see, understand, and act upon training information presented to them through a common training picture in an efficient manner and at a fair and reasonable price. The Government contemplates the award of a Firm Fixed Price contract to the successful offeror. Period of Performance: 12-month base period, and two (2) 12-month option periods, if exercised. All work is to be performed in accordance with the Performance Work Statement. The designated NAICS Code is 541512 - Computer Systems Design Services with a size standard of $25 million. It is required that all contractors doing business with the Government be registered with the Central Contractor Registry at website: http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the Request for Proposal (RFP). The entire solicitation (W911S0-11-R-0017) will be made available on the Government Army Single Face to Industry (ASFI) Website at https://acquisition.army.mil/asfi and FedBizOpps (FBO) website at https://www.fbo.gov, on or about 25 July 2011.
