Description
The U.S. Army Contracting Command-Picatinny-Soldier Weapons, Picatinny Arsenal, NJ 07806-5000, on behalf of PM Soldier Weapons, intends to solicit, negotiate and award a sole source purchase order with Legion Productions, LLC, Wilmington, North Carolina to prepare an instructional video under the authority of 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1(2)(i)(A,B), (ii)(A). This acquisition is being conducted using simplified acquisition procedures. The NAICS Code for this acquisition is 512110 The overall effort is to prepare a New Equipment Training (NET) video that adequately explains and trains the intricacies of the Horus H58 reticle and the practical applications of Horus style reticles. The Horus reticle provides maximum capability through a minimally complex design and allows the shooter to conduct hold-over/hold-under for different target ranges, speed, and wind conditions without requiring the shooter to use/dial his Bullet Drop Compensator (BDC). It also provides the shooter with the capability to conduct rapid range estimation out to 600 meters. This capability requires proper training by experts that have substantial experience with the system. The aim of this instructional video is to provide expert training that leaves the end user confident in their ability to apply the Horus reticle regardless of the platform they shoot it from. The target audience will be US Army qualified snipers as well as not yet school house trained unit designated snipers that have general knowledge but little experience. Content will be developed with the assumption that the audience will have no prior Horus reticle experience. The work will include shooting all content as outlined below and will be delivered in a DVD format for distribution at the discretion of DOD. The contractor will produce one (1) one-hour DVD on the Horus H58, and will deliver 1500 finished DVDs with onscreen graphics and complete DVD Packaging. The contactor will provide a 3-camera shoot in High Definition video for the ultimate clarity in viewing. The contractor shall also provide a printable diagram of the H58 reticle which defines all reticle increments and built in formulas to be used as supplemental training aid. The presentation of the material will be educational and in a format to ensure mass appeal. The training shall address all elements and capabilities of the H58 reticle including but not limited to: H58 reticle specifications, proper mounting and zeroing of optic, rapid range estimation, wind calls, moving targets, rapid elevation holds (holdover/hold-under), Accuracy 1st speed shooting formula, the use of ATrag software in order to precisely calibrate (True) the weapon system, and hold correction/compensation. The instructional video shall be delivered in DVD format (16:9 widescreen standard DVD format), and also in formats compatible with mobile devices that run iOS and Android operating systems (H.264 Codec, M4V file at a 1280 x 720 resolution digital format(s) suitable for playback on Apple and Android mobile devices). This notice of intent is NOT a request for competitive proposals. A determination by the U.S. Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the U.S. Government. The anticipated award timeframe for this action is September 2011.
