- July 15, 2011 Veterans Affairs Medical Center (VAMC) 135 East 38th Street Erie, PA 16504 Subject: Use of Firing/Shooting Range within 30 mile radius of the VAMC Proposed Solicitation: VA-244-1-RQ-0389 The VAMC in Erie, PA intends to award a contract for one base year plus four-1 year option periods. The contractor shall provide a functional and safe firing range which meets all Federal, State and Local regulations, including but not limited to OSHA Regulation 29 CFR and Code of Federal Regulations 40 CFR 50.12. Due to inclement winter weather, the range shall be indoors and located within a 30 mile radius of the (VAMC), which is located at 135 East 38th Street, Erie, PA 16504. The range will be used by members of the Erie VA Police Service to perform small arms training and qualifications. The specified course of fire requires that the distance from the firing line to the target line is three (3) yards to 25 yards. The Contractor's location must be capable of accommodating a minimum of five (5) and a maximum of ten (10) students per training session. Students will be firing their assigned 9mm handgun for the VA Police in different training scenarios, normally lasting between three (3) to four (4) hours. The range shall be restricted to the VA Police Department during the training and qualification sessions, as instructions will be given to the group. All targets, target backers, and other shooter safety equipment will be provided by the VA for their employees. The ammunition that will be fired is 124 grain ball and 124 grain Golden Saber ammunition. It is expected that 2-3 range days per quarter will be required to fully train/qualify each officer. Additional training hours may be added through coordination with the Contractor at mutually agreeable times. The Contractor will provide a price for the retention of spent brass which will, in turn, be used by the VAMC as credit towards training time or other applicable service. The solicitation will tentatively be posted on July 22, 2011 and will close on August 10, 2011 at 2:00PM EST.
