Description
Solicitation DJD-11-R-0044 Attached please find the official combined synopsis/solicitation of the Drug Enforcement Administration's (DEA) requirement for semi-automatic shotguns. This acquisition is being conducted using Best Value methodology where technical factors are significantly more important than cost/price. All communications concerning this solicitation, including any of a technical nature, are to be referred to the Contract Specialist (see Block 7 of the SF 1449). All technical questions must be submitted electronically to Claire.R.Whitley@usdoj.gov by Noon, Eastern Standard Time, no later than July 25, 2011. The Government may not consider questions received after this date. All Questions & Answers will be provided as an amendment to this solicitation by July 29, 2011. The Government intends to competitively award up to four (4) single award, Government-wide, Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts under this solicitation. Resulting awards are intended to provide for fulfilling requirements for DEA and other Government agencies on an as needed basis. Delivery orders issued against resulting awards will not be separately competed. Your proposal shall be received electronically by the Drug Enforcement Administration, Office of Acquisition & Relocation Management, at claire.r.whitley@usdoj.gov by the established due date and time specified in Block 8 of the attached Standard Form (SF) 1449, Tuesday, August 9, 2011 by 5:00pm Eastern Standard Time. The proposal must be signed by an official authorized to bind the Offeror, and it shall contain a statement to the effect that the proposal is firm for a period of at least 60 days from the established due date set forth in Block 8. NOTE: Sample weapon submissions shall be received by the same established due date for proposals. Sample weapon submissions shall be sent in accordance with Section 4 of the attached solicitation, NOT to the Office of Acquisition & Relocation Management. This solicitation does not commit the Government to pay any costs incurred in the submission of proposals or to contract for the supplies/services. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this procurement.
