- NOTICE OF INTENT TO SOLE SOURCE: The VA Network 22 Contracting Activity (NCA) intends to negotiate a sole source procurement in accordance with Far Part 12 and Far Part 13.5 with Los Amigos Research and Education Institute (LAREI) pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Contract is projected to be awarded by August 4, 2011. This procurement is for the 'Telehealth Rural Health Outreach Expansion Project for the Hub and Spoke SCI System of Care' for Veterans with Spinal Cord Injury and shall include personnel, supplies, services, equipment, travel, and related expenses including consultant's fees and administrative costs under the terms and conditions of a service contract for the VA Long Beach Healthcare System. The contractor must be able to have authorized access to the National SCI Model System, have former or working relationship with Veteran participants in order to contact SCI model system participants, according to the Institutional Review Board's rules and regulations, have experience, knowledge and resources of Veterans located in the rural areas in Southern California, be able to develop and coordinate assessments, and analysis', have a Registered Nurse with expertise, experience and competencies in SCI education, conduct a no-charge caregiver training program for Veterans with SCI at various locations, have a statistician or equivalent, with extensive expertise and experience in rehabilitation outcomes, provide applicable certification and licenses to work in the field of expertise and/or with SCI patients, and 14) must be within a twenty mile radius from the VA Long Beach Healthcare System at 5901 East 7th Street, Long Beach, Ca 90822. This notice is neither a request for competitive proposal or solicitation of offerors. A solicitation will not be posted. A determination by the Government not to compete this proposed requirement is solely with the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirements by submitting their request in writing with complete name, address, telephone and fax numbers, and a point of contact. The Government will consider all responses received by 12:00 PM, July 21, 2011. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information received must be clear and convincing evidence that a sole source is not justifiable. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.
