Description
The U.S. Department of Transportation, Maritime Administration (MARAD) proposes to procure through Request for Quotations (RFQ) DTMA-92-Q-2011-0036, using commercial item, simplified acquisition procedures, the removal and restoration of ceiling panels and deck coverings as a means of asbestos abatement aboard TS KENNEDY. The U.S. Maritime Administration's Training Ship (TS) KENNEDY is provided to the Massachusetts Maritime Academy for the purpose of training young men and women for a career in the Maritime Industry. This requirement is a Total Small Business Set-aside business opportunity. The selected contractor shall provide all labor, materials, and services (except where noted as being government furnished) to accomplish the following in accordance with all applicable U.S. Coast Guard (USCG) Regulations and American Bureau of Shipping (ABS) Rules: • Renew all overhead panels which contain asbestos using new aluminum panels. • Reroute all surface mounted wiring into existing wire ways. • Renew all deck tiles which contain asbestos using new approved decking materials. The desired performance period for this requirements will be a 90-calendar day period from 02/22/12 through 05/21/12. Work is to be performed at the vessel's layberth located at the Massachusetts Maritime Academy, 101 Academy Drive, Buzzards Bay, MA 02532. The complete RFQ solicitation will be made available on the FedBizOpps website on or about July 25, 2011. It is anticipated that responses will be due on or about August 22, 2011. A pre-proposal conference and site visit will be conducted aboard the TS KENNEDY at its layberth, Buzzards Bay, MA, on or about August 3, 2011 with details to be provided in the solicitation package. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent. For further information, call (800) 532-1169.
