Description
This project consists of the design and construction of the Helmand Electrical Transmission in Helmand Province, Afghanistan. This project is a replacement of, and extension to, the existing electrical transmission and distribution system from Kajaki Dam to designated substations. The project is defined as the design, materials, labor, equipment, and construction of a complete electrical power transmission system, including towers, poles, transmission lines, and all related infrastructure necessary for safe distribution of power. The existing South East Power System (SEPS) is a 110 kV transmission system that extends power from the Power House at Kajaki Dam south along the river valley to supply electricity to a portion of southern Afghanistan. This project shall replace the existing high voltage power system from the new Kajaki Substation south to Durai Junction and extend a new circuit west to Lashkar Gah. The Contractor shall design and provide a loop through the new South Substation at Sangin. The Contractor shall design and provide a new express 110kV circuit West from the Kajaki Substation to Musah Qa'lah, Afghanistan in order to provide electricity to un-served population centers, provide a backbone for a national grid and allow for future expansion of the grid. The objective of this project is to provide a high-quality, cost effective, reliable transmission system for the distribution of electric power in this region of Afghanistan. The Government intends to make one award as a result of this solicitation. Award of a contract will be made to the responsible offeror who submits a proposal representing the best value to the Government. All responsible sources may submit a proposal, which shall be considered by AES. Offers will be evaluated using the lowest price technically acceptable process in accordance with the evaluation criteria stipulated in the solicitation. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract is for 365 days. The magnitude of construction for this project is between $25M - $100M. Offerors are asked to submit their expression of interest on or before 31 July 2011, to the point-of-contact via email.
